Objectives

The primary objective of this tender is to secure a qualified supplier for a one-off provision of essential electrical maintenance materials to support the operational and repair functions of the Catherine Booth Hospital maintenance department. The procurement aims to ensure the timely delivery of compliant, high-quality electrical components while adhering to provincial health supply chain management policies and national preferential procurement frameworks.

Scope

The contract covers the supply and delivery of 561 units of assorted electrical materials required for routine hospital maintenance. Items include LED fluorescent tubes (1.5m and 1.2m), double LED fittings, colour-coded stretch insulation tapes, rubber plug tops, photocells, LED globes, butterfly toggles, various LED power supplies and transformers, panel lights, recessed ceiling lights, coastal aluminium floodlights, bulkhead fittings, WD-40 lubricant and electrical cleaner, double-sided tape, and poly clips. Delivery is strictly to the Catherine Booth Hospital maintenance department. The agreement is structured as a single, once-off supply rather than a recurring framework.

Technical Requirements

• All goods must be brand new, unused, and conform to applicable SABS/SANS standards. Expired, second-hand, or damaged items will be automatically rejected.
• Products must retain a minimum shelf life of six months from the date of delivery.
• A mandatory warranty of twelve months post-delivery or eighteen months from shipment (whichever occurs first) is required, covering defects in design, material, or workmanship.
• Bidders must demonstrate strict compliance with the detailed specification schedule and accompanying photographic references provided in the tender documentation.
• Pricing must be firm, inclusive of all taxes and delivery costs, and valid for ninety days.
• Administrative compliance requires active Central Supplier Database (CSD) registration, SARS tax clearance verification, CIPC registration documents, and a B-BBEE status certificate or sworn affidavit.
• Top-scoring bidders may be required to submit physical samples for quality verification during evaluation.

Skills Requirements

As this is a pure goods-supply contract, no specialized technical installation or engineering skills are mandated. However, suppliers must possess robust logistical and supply chain capabilities to accurately source, safely package, and deliver diverse electrical components to the designated hospital site within agreed timeframes. Suppliers must also demonstrate strong administrative proficiency to correctly complete mandatory government returnable documents, navigate the preferential procurement scoring system, and maintain full regulatory compliance throughout the transaction. Familiarity with South African public sector contracting norms, including adherence to general conditions of contract and anti-collusion regulations, is essential.

Key Contractual Terms

This tender utilises the standard 80/20 preference point system, allocating eighty percent of evaluation points to price competitiveness and twenty percent to specific socio-economic goals, specifically promoting South African-owned enterprises. The contract is governed by standard General and Special Conditions of Contract, which include strict anti-cover-quoting measures (prohibiting multiple quotes from related entities), daily prime-interest-rate penalties for late delivery, and clear termination clauses for non-compliance or fraudulent practices. All decisions regarding evaluation and award are final.
