Objectives

The primary objective of this tender is to procure services for the supply, delivery, and offloading of library materials to the Greater Kokstad Municipality. The aim is to ensure the municipality receives quality library materials efficiently and within the specified timeframe, supporting the municipality's goal of creating a people-centred city of economic possibilities by 2047.

Scope

The scope of the tender includes:

• Supply of various library materials and related items as detailed in the scope of work (Section C), including electrical components, building materials, tiles, plumbing fittings, and other specified items.
• Delivery and offloading of the supplied materials to the designated municipal premises within Kokstad.
• Adherence to delivery timeframes, specifically within 14 days of order confirmation.
• Provision of all necessary documentation and compliance with municipal and national regulations.

Technical Requirements

The technical requirements include:

• Completion and submission of all municipal bid documents (MBD forms) as specified.
• Provision of proof of tax compliance, municipal rates and taxes clearance, and municipal service charges clearance.
• Submission of detailed pricing per item, either on the provided schedule or separate quotation, ensuring prices are firm and inclusive of VAT.
• Delivery of specified items within the stipulated period of 14 days from order date.
• Compliance with the specific goals related to ownership and RDP objectives, supported by appropriate documentation.

Skills Requirements

The skills and qualifications required for bidders include:

• Ability to complete and submit all mandatory bid documentation accurately and on time.
• Knowledge of municipal procurement processes and compliance regulations.
• Proven capacity to deliver goods within tight deadlines (14 days), demonstrating logistical and operational capability.
• Understanding of tax and municipal compliance requirements, including submission of SARS Tax Pin, CSD report, and municipal rates clearance.
• Experience in handling procurement of electrical, building, plumbing, and related materials as specified in the scope.
• Ability to provide proof of ownership, BEE status, and other specific goal-related documentation to claim preference points.
