Tender Summary: Supply, Deliver and Install Floor Tiles

Objectives

The primary objective is to procure a once-off construction service to supply, deliver, and professionally install floor tiles at the pharmacy/Kwambotho Clinic facility. The project aims to complete the renovation within a strict four-week timeframe while ensuring full compliance with provincial health, safety, and quality standards mandated by the Department of Health.

Scope of Work

The contractor will execute a complete flooring installation project, which includes:

• Surface Preparation: Removing existing fixatives and polish, chipping floors to expose bare concrete, and ensuring surfaces are clean, dry, and free of dust and loose particles.
• Tile Installation: Laying 300mm × 300mm full-body porcelain tiles (8.3–8.5mm thickness) in a uniform light “Salt and Pepper” colour.
• Finishing Works: Installing 100mm matching tile skirting, applying appropriate grouting and epoxy grout, and sealing all surfaces according to manufacturer specifications.
• Site Management: Daily removal of building rubble, maintaining a clean workspace, and protecting existing furniture and fittings from damage or contamination.

The contract period is four weeks from the issuance of the Site Handover Certificate, comprising one week for material procurement and three weeks for on-site execution.

Technical Requirements

All materials must be South African Bureau of Standards (SABS) approved. Equivalent products to the referenced brand are permissible only with prior written approval from the Department of Health Facilities Management. Work must comply with the National Building Regulations (SABS 0400), the Occupational Health and Safety Act (No. 85 of 1993), and the Department’s Standard Preambles for Trades. Contractors are strictly prohibited from using jackhammers or cutting electrical/network cables without explicit Maintenance Manager authorization. A comprehensive Occupational Health and Safety (OHS) file must be maintained throughout the project, containing baseline and task-based risk assessments, a certified Safety, Health and Environment (SHE) plan, scaffold inspection records, electrical testing certificates, PPE issuing logs, and incident management procedures. All quoted prices must be fully inclusive of VAT, labour, transport, scaffolding, and profit.

Skills and Qualification Requirements

Bidders must demonstrate proven experience in healthcare/commercial flooring installations; contractors with documented poor past performance will be disqualified. Required credentials include registration on the Central Suppliers Database (CSD), valid tax clearance, a B-BBEE certificate, a Letter of Good Standing from the Department of Labour, and CIDB grading (GB category). On-site, the contractor must deploy a competent supervisor, adequately trained workers registered with the Department of Labour, a qualified electrician for regular tool and earth-leakage testing, and a competent person for scaffold inspections. The contractor assumes full liability as a mandatory employer under Section 37(2) of the OHS Act, necessitating robust safety training, toolbox talks, and emergency planning capabilities.

Key Terms and Conditions

Evaluation System: The tender uses an 80/20 preference point system, awarding 80 points for price competitiveness and 20 points for specific socio-economic transformation goals (primarily targeting enterprises at least 51% owned by Black people).

Payment & Penalties: No part payments will be issued; remuneration occurs only upon satisfactory completion. Delays incur penalties calculated at one-fourteenth percent of the contract value per calendar day.

Compliance: Prices must remain firm for the 60-day validity period. Cover-quoting, collusive bidding, or failure to submit mandatory documentation results in automatic disqualification and potential restriction from public sector contracts.
