Objectives

The primary objective of this tender is to procure and deliver fifteen (15) new 20-litre microwaves to the Saldanha Bay Municipality. The procurement process aims to secure competitive pricing while ensuring full compliance with municipal supply chain management policies, including preferential procurement regulations and statutory tax invoicing requirements.

Scope

The supplier is responsible for the complete supply and delivery of 15 brand-new 20-litre microwaves to the designated municipal stores. Delivery must be completed within seven (7) days following the issuance of an official purchase order. Quotations must remain valid for ninety (90) days from the closing date. Pricing must be submitted per item, excluding VAT initially, with all delivery costs fully incorporated into the unit price. The municipality reserves the right to accept part or all of the quotation and does not guarantee award to the lowest bidder. Only an official purchase order constitutes a legally binding contract.

Skills Requirements

No specialized technical or professional skills are mandated for this contract, as it involves standard goods supply. Suppliers must demonstrate administrative and logistical competence to manage municipal procurement compliance, including accurate documentation, timely delivery, and strict adherence to Section 20(4) of the VAT Act for tax invoicing. Suppliers must also maintain active CSD registration, valid company documentation, and up-to-date B-BBEE certificates to qualify for preference points.

80/20 Preference Point System: Evaluation allocates 80 points to price and 20 points to specific goals (10 points for B-BBEE status level and 10 points for locality). Points for locality are awarded based on whether the supplier operates within Saldanha Bay, the West Coast District, or the wider Western Cape. Failure to submit certified B-BBEE documentation or proof of physical business address results in zero points for those categories.

Compulsory Municipal Forms (MBD 4, 6.1, 9): Tenderers must complete and sign three standard South African municipal bidding documents: Declaration of Interest, Preference Points Claim Form, and Certificate of Independent Bid Determination. Incomplete, unsigned, or missing forms result in immediate disqualification and zero scoring.

Boilerplate Waste Management Clause: The tender includes a detailed waste management requirement typically associated with construction projects. While largely irrelevant to appliance delivery, suppliers must ensure all packaging waste is contained, disposed of at registered landfill facilities, and supported by safe disposal certificates before payment processing begins. Non-compliance may trigger fines or payment holds.

Strict Submission Protocol: Quotations must be sealed, clearly marked with the quotation number, and physically delivered or couriered before the deadline. Late submissions are automatically rejected. The municipality emphasizes that failure to comply with any stated condition invalidates the quote.
