The primary objective of this tender is to procure and deliver high-quality, single-use disposable plastic aprons to support infection control, clinical procedures, cleaning, and food service operations at Ceza / Thulasizwe Hospital.
The scope encompasses the complete supply and delivery of disposable plastic aprons in two colour variants. This is a once-off contract requiring delivery to the hospital's designated receiving point. All freight, handling, and delivery costs must be included in the quoted price. The contract is governed by standard public sector general conditions, including performance security, warranty obligations, penalty clauses for late delivery, and termination rights for non-compliance.
Bidders must supply new, unused products that strictly meet the following specifications:
All quotations must explicitly confirm compliance with these specifications. Offers failing to meet the criteria will be deemed non-responsive during Stage 2 evaluation.
No specialised technical, engineering, or professional skills are required, as this is a standard goods-supply procurement. Bidders must demonstrate basic logistical capability to source, store, package, and deliver the specified items within the agreed timeframe, alongside full administrative competence to compile and submit mandatory compliance documentation.
Preferential Procurement System: The evaluation applies an 80/20 scoring model, where 80 points are allocated to price competitiveness and 20 points to transformation goals. The specific goal awards full points to enterprises at least 51% owned by Black women. This is a standard South African public procurement mechanism designed to promote economic inclusion; bidders must submit a valid BBBEE certificate or sworn affidavit to claim these points.
Product Validity: All supplied items must have a remaining shelf life of at least six months upon delivery. Expired or near-expiry stock will be rejected to ensure usability throughout the hospital's consumption cycle.
Compliance & Validation: Bidders must be registered on the Central Suppliers Database (CSD), hold current tax clearance, and submit all mandatory returnable forms (including SBD declarations and conflict-of-interest disclosures). Late submissions, incomplete documentation, or cover-quoting practices will result in immediate disqualification.
Warranty & Penalties: The supplier warrants goods against defects for twelve months post-delivery. Delayed deliveries incur daily financial penalties calculated at the prevailing prime interest rate, and the purchaser retains the right to source substitute goods or terminate the contract for default.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
