Objectives

The primary objective is to procure and deliver high-quality, compliant Brother printer consumables to support the daily operational and administrative functions of Victoria Mxenge Hospital. The procurement seeks to ensure uninterrupted printing services through reliable, long-lasting toner and drum units while adhering to national public sector procurement legislation and transformation goals.

Scope

This is a once-off supply and delivery contract covering ninety (90) units across three product categories:

• Thirty (30) units of Brother Toner 3290
• Thirty (30) units of Brother Toner 3437/3447
• Thirty (30) units of Brother Drum 3215

All goods must be delivered directly to the designated hospital facility. The contract does not encompass installation, ongoing maintenance, training, or recurring supply agreements.

Technical Requirements

• Brother Toner 3290: High-yield black laser toner cartridge compatible with specified HL and DCP series printers, with a print yield of up to 8,000 pages.
• Brother Toner 3437/3447: Standard-size black laser toner compatible with specified MFC series printers, with a print yield of up to 8,000 pages.
• Brother Drum 3215: Black imaging drum unit compatible with specified HL and MFC series printers, with an approximate yield of 25,000 pages.
• All items must be brand new, unused, current production models, and possess a minimum remaining shelf life of six months upon delivery. Expired or second-hand products are strictly prohibited.
• Bidders must submit physical samples for all items prior to the closing deadline. Products must comply with relevant South African National Standards (SANS/SABS) where applicable.

Skills and Capacity Requirements

No specialized professional certifications are mandated. However, bidders must demonstrate proven supply chain capacity to source, warehouse, and deliver genuine printer consumables reliably. Suppliers must maintain active Central Supplier Database (CSD) registration, valid tax compliance status, and the logistical capability to meet strict delivery timelines. Financial stability and familiarity with public sector contracting obligations are essential.

Key Contractual Terms and Unusual Conditions

• 80/20 Preference Point System: This is a standard South African public procurement evaluation method. Eighty percent of the score is allocated to price competitiveness, while twenty percent is reserved for specific socio-economic goals. Full points are awarded to South African-owned enterprises to promote economic transformation.
• Mandatory Sample Submission: Physical samples must be delivered by the closing date. This is a strict administrative requirement; failure to submit samples results in immediate disqualification without further evaluation.
• Warranty Period: A twelve-month warranty applies from the date of delivery acceptance, or eighteen months from the date of shipment, whichever concludes first. Defective items must be repaired or replaced at the supplier's expense.
• Delay Penalties & Termination: Late deliveries incur financial penalties calculated using the current prime interest rate per day of delay. Persistent non-performance may lead to contract termination and potential restriction from doing business with the public sector for up to ten years.
• Five-Stage Evaluation Process: Bids undergo mandatory administrative, capacity, sample, specification, and pricing evaluations. Non-compliance at any stage renders the quotation non-responsive and ineligible for award.
