Objectives

To procure and deliver essential stationery supplies that support the administrative, screening, and record-keeping functions of the Community Health Worker programme at the Uthukela District Office.

Scope

The tender covers the supply and delivery of 3,990 units of stationery across three line items. The contract validity period is 90 days. Evaluation follows an 80/20 preference point system, awarding 80 points for competitive pricing and 20 points for specific socio-economic goals aimed at promoting South African-owned enterprises. All deliveries must be made to the designated district office, with prices required to be firm and inclusive of transport costs.

Technical Requirements

• Household Registration & Screening Records: A4 format, 8 pages total. Features a colour-printed front cover (300gsm digital gloss) and four black-and-white text leaves (80gsm digital bond white). Finished via folding, saddle stitching, and trimming.
• Counter Books: A4 size, 2 Quire format, 192 pages per book. Must include feint lines and margins, with section-sewn binding for enhanced durability during frequent field use.
• Ballpoint Pens: Medium tip (1.0mm nib), black ink, retractable clic mechanism, built-in secure clip, half-transparent plastic barrel. Supplied in packs of 60.

All items must be brand new, unused, and valid for a minimum of six months upon delivery. Expired, second-hand, or non-compliant products will be rejected. Bidders must confirm strict adherence to these specifications.

No specialized technical or professional qualifications are mandated. Bidders must demonstrate standard commercial and logistical capabilities, including inventory management, quality control, and reliable delivery logistics. Compliance with mandatory administrative and financial requirements is essential, including valid Central Suppliers Database registration, SARS tax clearance, B-BBEE verification, and accurate completion of all prescribed procurement forms. Bidders must also demonstrate a clean delivery history and the operational capacity to fulfill orders within stipulated timeframes.
