Objectives

The primary objective of this tender is to engage suitably qualified and experienced service providers to supply and deliver cold mix asphalt to the Mandeni Municipality, ensuring timely delivery and compliance with municipal specifications.

Scope of Work

The municipality requires the supply and delivery of 1,500 bags of cold mix asphalt. The contractor will be responsible for sourcing, packaging, and delivering the material to designated municipal sites as directed during the contract period.

Technical Requirements

• Product: Cold mix asphalt bags
• Grade/Size: Open graded, 6.7mm normal size
• Bitumen Content: 4.5% to 7%
• Quantity: 1,500 units

Technical Note: Open Graded 6.7mm refers to an asphalt mixture designed with larger aggregate particles that leave intentional voids. This composition allows for water drainage and rapid setting, making it suitable for surface treatments, pothole repairs, and temporary road maintenance. The specified bitumen range ensures optimal binding strength and weather resistance for municipal infrastructure.

Skills and Experience Requirements

• Proven track record in supplying construction materials, particularly asphalt or similar road maintenance products.
• Ability to navigate and comply with South African public procurement regulations, including accurate completion of standard bid documentation.
• Registration and active status on the National Treasury’s Central Supplier Database (CSD), with verified tax compliance, corporate registration, and banking details.
• Capacity to provide proof of local business registration, including a recent municipal rates account or a landlord certificate/affidavit confirming no outstanding levies for both the entity and its directors.
• Understanding of the Preferential Procurement Policy Framework Act (PPPFA) 2022, with documentation to claim preference points for qualifying ownership profiles (local enterprise, women, youth, persons with disabilities, or black-owned EMEs/QSEs).
