Objectives

The primary objective of this tender is to supply and deliver a complete diagnostic set with ophthalmoscope, including related accessories, to the specified healthcare facility. The procurement aims to ensure the provision of high-quality, compliant medical diagnostic equipment that meets technical and safety standards, with provisions for installation, demonstration, training, and ongoing support.

Scope

The scope encompasses the supply, delivery, installation, and demonstration of battery-operated diagnostic sets with ophthalmoscope and otoscope components. It includes providing manuals, optional accessories, spare parts, warranty, maintenance, and support services. The scope also covers compliance with technical specifications, legal requirements, and evaluation criteria as outlined in the tender documentation.

Technical Requirements

• The diagnostic set must include a chrome-plated battery handle powered by 2x "C" alkaline batteries, with a bayonet fitting for ophthalmoscope and otoscope heads.
• Ophthalmoscope head must operate with a 2.5 Volt globe; otoscope head with a 2.5 Volt globe.
• Accessories such as ear pieces, carry case, and batteries must be supplied.
• The equipment must comply with relevant safety standards (IEC 60601-1, 60601-1-2), electrical safety, and electromagnetic interference requirements.
• All manuals (user, service, repair) must be provided in English, properly bound, and include fault finding, circuit diagrams, calibration, and exploded views.
• The equipment must be CE certified and supported by supporting documentation.
• Guarantee/warranty period of at least 24 months, with provisions for repairs, spares, and maintenance during and after the warranty period.
• The supplier must demonstrate compliance with specifications and provide proof of evaluation where applicable.
• Optional accessories and additional components must be quoted separately with prices.
• Delivery, installation, testing, calibration, and training must be included in the bid.

Skills Requirements

• Technical expertise in the supply, installation, and maintenance of ophthalmic diagnostic equipment.
• Ability to provide comprehensive user and technical manuals, including troubleshooting guides and calibration procedures.
• Qualified technicians trained by original equipment manufacturers (OEM) to perform servicing, calibration, and repairs.
• Capacity to offer ongoing support, including spare parts supply, repairs, and technical assistance within specified timeframes (e.g., 24 hours response time).
• Demonstrated experience in handling medical equipment that complies with international safety standards and local regulatory requirements.
• Provision of training for end-users and technical staff to ensure proper operation and maintenance of the equipment.
