Objectives

The primary objective of this tender is to supply and deliver diesel fuel for the standby generator at Queen Nandi Hospital. The goal is to ensure a reliable backup power source by providing the required quantity of diesel in a timely and compliant manner.

Scope

The scope of the tender includes:

• Supply and delivery of 5,500 liters of diesel (50PP) to Queen Nandi Regional Hospital.
• Provision of the diesel in accordance with specified standards and specifications.
• Delivery mode via tanker with a minimum capacity of 1,000 liters, equipped with a fuel gauge.
• Adherence to delivery turnaround time of 48 hours upon order placement.
• Compliance with all relevant licensing, safety, and transportation regulations, including submission of valid Wholesale Licensing Certificates and Dangerous Goods Transportation Permits.
• Onsite testing of diesel using Authentix Diesel Test Kits upon delivery to ensure quality.

Technical Requirements

The technical requirements for the tender are as follows:

• Supply and deliver diesel meeting the specifications outlined in Annexure B, including compliance with the Road Fuel Testing standards.
• Quantity: 5,500 liters of diesel (50PP).
• Provision of a valid Wholesale Licensing Certificate issued by the Department of Energy.
• Compliance with Dangerous Goods Transportation Permit requirements.
• Supply of proof of capacity and experience to undertake the service, including references.
• Use of the latest fuel prices effective from 04 March 2026 for bid pricing, with adjustments as per Department of Energy regulations.
• Delivery mode via tanker with a minimum capacity of 1,000 liters, fitted with a fuel gauge.
• Provision of onsite diesel testing using Authentix Diesel Test Kits with each delivery.

Skills and Competency Requirements

The bidder must demonstrate:

• Valid licensing and permits for transportation and handling of diesel, including Wholesale Licensing Certificates and Dangerous Goods Transportation Permits.
• Capacity to supply and deliver the specified quantity within the stipulated turnaround time (48 hours).
• Experience and references in supplying and delivering diesel or similar fuels to health facilities or large institutions.
• Ability to provide onsite testing and quality assurance of diesel upon delivery.
• Compliance with safety, health, and environmental regulations related to fuel transportation and storage.
• Provision of proof of relevant experience, capacity, and compliance documentation as part of the bid submission.
