Objectives

To procure a reliable, compliant supplier capable of delivering high-quality, sterile, single-use electrosurgical pencils for surgical procedures at Madadeni Hospital’s theatre department. The procurement supports clinical operations while adhering to national health standards, supply chain management regulations, and preferential procurement frameworks.

Scope

A one-off contract for the supply and delivery of 1,000 units of disposable electrosurgical pencils to the designated theatre facility. The supplier assumes full responsibility for packaging, transportation, and delivery costs. All supplied items must be new, unused, and valid for a minimum of six months upon delivery. The contract explicitly excludes second-hand or expired products.

Technical Requirements

• Product Type: Disposable, single-use, sterile-packed electrosurgical pencil.
• Connectivity: Must feature both an OBS-Db and a three-pin industry-standard connector.
• Cable & Electrode: 3-meter (10-foot) PVC cable paired with a 70 mm stainless steel blade electrode.
• Functionality: Operates on monopolar radio frequency current with dual-button controls for cutting and coagulation.
• Compliance: Strict adherence to the attached specification form is mandatory; non-compliant quotations will be disqualified.
• Quality Assurance: Samples may be requested in writing for verification. Packaging dimensions and unit measurements must be clearly declared.

Skills and Experience Requirements

• Demonstrated Capacity: Submission of at least one official order accompanied by a signed delivery note or invoice, proving prior experience supplying similar surgical products to public or private healthcare institutions.
• Regulatory & Administrative Compliance: Valid CIPC registration documents, MAAA supplier number, valid SAHPRA licence, and SARS PIN/tax clearance verification.
• Preferential Procurement Documentation: Ability to substantiate claims for specific goal points through certified documentation, including CIPC ownership certificates and director identification copies.

Clarification of Technical and Regulatory Terms

SAHPRA Licence: Mandatory authorization from the South African Health Products Regulatory Authority confirming that the medical device meets national safety, efficacy, and quality benchmarks for clinical use.

OBS-Db & Three-Pin Connectors: Specialized electrical interfaces designed to ensure seamless compatibility with hospital-grade electrosurgical generators, preventing intraoperative equipment failure.

Monopolar Radio Frequency Current: A surgical modality utilizing a single active electrode and a grounding pad to generate controlled thermal energy, enabling precise tissue excision and haemostasis during operative procedures.
