Scope

The tender covers the supply and delivery of 1,380 units across nine distinct PPE categories. The scope encompasses end-to-end logistics, including manufacturing verification, quality assurance, packaging, transportation, and final handover at the designated district facility. The contract validity period is 90 days, with delivery timelines to be confirmed by the successful bidder. Evaluation follows a mandatory five-stage process: administrative compliance, delivery capacity verification, specification adherence, price and preference scoring, and objective sample testing for top-ranked bidders.

Technical Requirements

All supplied goods must be new, unused, and valid for a minimum of six months upon delivery. Detailed technical specifications include:

• 80/20 Preference System: A procurement scoring methodology where 80 points are awarded based on price competitiveness and 20 points are allocated to specific socio-economic goals, primarily promoting South African-owned businesses.
• CSD Registration: Mandatory enrollment in the national government supplier database, which verifies company legitimacy, tax compliance, banking details, and historical performance before any contract can be awarded.
