To procure and deliver ten (10) new, unused enteral feeding pumps to Victoria Mxenge Hospital under the KwaZulu-Natal Department of Health. The primary objective is to secure reliable, precision medical equipment for accurate patient nutrition delivery while ensuring full compliance with provincial procurement regulations, quality standards, and preferential scoring frameworks.
The contract encompasses the complete supply, transportation, and final delivery of ten enteral feeding pumps to the designated hospital facility. This is a once-off supply agreement. Successful bidders must guarantee timely delivery, strict adherence to technical specifications, and fulfillment of all mandatory administrative, financial, and compliance requirements. Evaluation proceeds through four mandatory stages: administrative compliance, delivery capacity, specification compliance, and price/preference scoring.
As this is a goods supply tender, no specialized clinical or technical skills are mandated for the bidder. However, suppliers must demonstrate robust logistical and operational capacity to source, transport, and deliver medical equipment safely and on schedule. Bidders must possess valid Central Supplier Database (CSD) registration, current tax compliance status, and the administrative capability to complete mandatory returnable documents (SBD 4, SBD 6.1, official quotation forms) without alteration. Familiarity with public sector procurement compliance, warranty fulfillment, and delivery logistics is essential.
Enteral Feeding Pump: A precision medical device that delivers liquid nutrition, fluids, or medications directly into the digestive tract via feeding tubes. It requires exact flow rate control, multiple programmable modes, and fail-safe alarms to prevent patient harm.
80/20 Preference Point System: A procurement scoring model where 80 points are awarded based on competitive pricing and 20 points are allocated for socio-economic goals. In this tender, the 20 points are exclusively for proving South African ownership via CIPC director/member documentation.
General Conditions of Contract (GCC) & Special Conditions of Contract (SCC): Standard legal frameworks governing public sector contracts. They outline obligations regarding warranties (minimum 12 months post-delivery), performance security, delay penalties (calculated at prime interest rate), termination clauses, and anti-collusion provisions.
Mandatory Documentation Rules: Quotation forms cannot be retyped; original signatures are required on photocopies if used. Late submissions, expired products, or second-hand items result in immediate disqualification. Bidders must also disclose any relationships with state employees and prove tax compliance to remain eligible.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
