Objectives

The primary objective of this tender is to supply and deliver FPS (Fire Protective Service) uniforms, including coveralls, jackets, hats, beanies, and related accessories, to the Uthukela District Office in KwaZulu-Natal. The aim is to ensure the provision of standardized, high-quality PPE (Personal Protective Equipment) for personnel involved in forensic and medical services, complying with specified standards and specifications.

Scope

The scope encompasses the procurement, supply, and delivery of various PPE items such as:

• Two-piece coveralls for EMRS members
• Beacon jackets with reflective tape
• Bush hats and beanies
• Flight suits and related uniforms
• Additional accessories like embroidered logos, flags, and reflective tapes

The items must meet detailed specifications, including fabric composition, embroidery, reflective properties, sizes, and standard compliance, and be delivered to the designated district office within the specified contract period.

Technical Requirements

• Uniforms must conform to specified standards such as SANS 1362, SANS 142, SANS 1823, and SANS 1822.
• Materials should be made of 65% polyester and 35% viscose, rip-stop weaved, with water resistance where applicable.
• Reflective tapes must meet class 2 retro-reflective properties per SANS 50741, with specified widths (50mm for tapes).
• Embroidery must use 100% viscose thread, with specified logo sizes and placements.
• Items should be supplied in specified sizes, with detailed measurements provided.
• All seams to be double-stitched and raw edges overlocked for durability.
• Uniforms must include features like adjustable cuffs, detachable sleeves, reinforced elbows, and appropriate fasteners.
• Delivery must be in accordance with the contract terms, including proper packing, documentation, and insurance.

Skills and Competency Requirements

• Proven capacity to deliver the specified quantities within the stipulated timeframe, supported by previous delivery proof (e.g., order and delivery notes).
• Compliance with detailed technical specifications and standards, demonstrated through samples and documentation.
• Ability to meet administrative and mandatory requirements, including submission of valid registration documents, tax compliance, and BBBEE certificates where applicable.
• Experience in manufacturing or supplying PPE, particularly uniforms for emergency or forensic services, with relevant references.
• Capacity to provide quality assurance, including adherence to specified standards and quality standards.
• Capability to provide technical support, including embroidery, logo placement, and custom sizing.
• Compliance with procurement policies, including preference points system and fair competition practices.
