Objectives

The primary objective of this tender is to procure and supply various hardware items, including plumbing fittings, seals, locks, and related accessories, to the Pholela Community Health Centre. The procurement aims to ensure the availability of quality certified products that meet specified standards, support maintenance and repair activities, and promote local enterprise participation, especially enterprises owned by youth and historically disadvantaged groups.

Scope

The scope encompasses the supply, delivery, and installation (where applicable) of a wide range of hardware items such as:

• Plumbing fittings (e.g., brass connectors, elbows, valves)
• Sealants and gasket rings
• Locks and locking sets
• Drain unblocker kits and accessories
• Herbicides and garden maintenance chemicals
• Construction and repair materials (e.g., fiber cement boards, crack fillers)
• Miscellaneous hardware such as silicone sprays, vacuum breakers, and braided connectors

The items are intended for use in plumbing, maintenance, repair, and general building activities at the health centre. The scope also includes compliance with specified standards, timely delivery, and adherence to procurement policies.

Technical Requirements

• All products must conform to SABS/SANS standards and specifications.
• Items must be new, unused, and of the most recent models unless otherwise specified.
• Products such as seals, gaskets, and valves should be compatible with standard plumbing sizes (e.g., 15mm, 22mm).
• Items like locks and locks sets should meet specified security and durability standards, with appropriate locking mechanisms and materials.
• Herbicides and chemicals must be properly labeled, with safety data sheets, and meet environmental and safety standards.
• All hardware must be packaged appropriately for transport and storage, with clear labeling.
• Delivery must be within specified timeframes, with documentation such as invoices, delivery notes, and certificates of compliance.
• Suppliers must be registered on the Central Supplier Database (CSD) and VAT registered (if applicable).

Skills and Capacity Requirements

Suppliers must demonstrate:

• Proven experience in supplying hardware and plumbing materials to government or similar institutions.
• Ability to meet quality standards and provide valid certificates of compliance.
• Capacity to deliver the required quantities within the stipulated delivery periods.
• Availability of technical support and after-sales service, including installation, maintenance, and technical advice.
• Compliance with procurement policies, including preferential procurement goals, especially promoting youth-owned and historically disadvantaged enterprises.
• Financial stability to undertake the supply contract.
• Qualified personnel or technical team capable of handling technical queries and supporting installation or maintenance activities.
