The primary objective is to procure and deliver standardized Patient Health Record Primary Health Care (HPRS) registers to Emmaus Hospital. These registers are intended for use by healthcare practitioners to maintain accurate, consistent, and secure clinical records for patients accessing primary healthcare services.
The contract covers a once-off supply and delivery of 9,000 HPRS registers directly to Emmaus Hospital. The required quantities are categorized as follows:
The quotation validity period is 90 days. Delivery must be completed in a single consignment unless otherwise agreed, and all associated transportation and handling costs must be included in the quoted price.
All supplied registers must strictly conform to the following specifications:
No specialized professional certifications or technical skills are explicitly mandated for this procurement. Suppliers are expected to possess standard commercial capabilities, including reliable logistics coordination, inventory management, and strict adherence to public sector documentation and compliance frameworks. Prior experience supplying medical or administrative stationery to government health departments is advantageous but not compulsory.
HPRS Registers: Standardized primary healthcare patient files used to track clinical consultations, diagnoses, and treatment plans in public health facilities.
80/20 Preference Point System: Bid evaluation is weighted 80% on price and 20% on specific socio-economic goals. Full preference points are allocated to promote South African-owned enterprises. Bidders must submit proof of ownership (e.g., ID documents) to claim these points.
Mandatory Compliance Framework: Bidders must provide an updated Central Supplier Database (CSD) report, company registration documents, and a B-BBEE status certificate or sworn affidavit. Tax compliance must be validated through SARS.
Performance Security & Penalties: Successful bidders must furnish performance security within 30 days of contract award. Late deliveries incur financial penalties calculated at the current prime interest rate per day of delay. The purchaser reserves the right to terminate the contract and procure substitutes if delivery obligations are breached.
Warranty: A 12-month warranty applies from the date of delivery acceptance, covering defects arising from design, materials, or workmanship under normal use conditions.
