The procurement aims to ensure uninterrupted patient care through timely delivery, enforce strict quality and safety standards, and align with national transformation goals by prioritising South African-owned enterprises through a structured preference point system.

Scope

The tender covers the supply and delivery of 25,000 units of non-ported 24-gauge IV cannulas equipped with introducer needles. The contract is a once-off arrangement with a 90-day validity period. Successful bidders will be responsible for sourcing compliant products, packaging, transportation to the designated hospital facility, and providing post-delivery warranty support. Technical Requirements

80/20 Preference System: Scoring allocates 80 points to competitive pricing and 20 points to socio-economic goals. Full points require verifiable proof (CIPC certificate) that the enterprise is 100% South African-owned.

Strict Anti-Collusion & Cover-Quoting Rules: Submitting multiple bids through affiliated entities is classified as fraud and results in immediate disqualification and potential blacklisting from public sector contracts.

Warranty & Penalties: Suppliers warrant goods as new and defect-free for 12 months post-delivery. Late deliveries incur daily financial penalties calculated at the prevailing prime interest rate, with termination rights reserved for repeated defaults or fraudulent conduct.

Sample-Driven Evaluation: Unlike standard tenders, physical sample submission is a mandatory compliance gate. Failure to provide or match the sample specification automatically renders the bid non-responsive, halting further evaluation.
