The primary objective is to procure reliable, sterile surgical drainage devices to support post-operative wound management at Madadeni Hospital’s theatre department. The procurement seeks to ensure consistent product quality, timely delivery, regulatory compliance, and alignment with national preferential procurement policies while maintaining cost-effectiveness.

Scope

This is a once-off quotation for the supply and delivery of sixty (60) Jackson Pratt drain bags. The order comprises thirty (30) units of the 100ml capacity and thirty (30) units of the 400ml capacity. All goods must be delivered directly to the hospital’s theatre facility. The scope encompasses complete product supply, secure packaging, transportation, and adherence to all statutory, administrative, and institutional requirements outlined in the quotation documents.

Technical Requirements

• Silicone bulb reservoir design capable of creating and maintaining effective vacuum pressure
• Bag-only configuration with soft, comfortable medical-grade silicone construction
• Internal anti-reflux valve to prevent exudate backflow into the drainage site

• Products must be brand-new, unused, and possess a minimum validity period of six months upon delivery
• Full compliance with the attached specification form is mandatory; non-compliant quotations will be deemed non-responsive

Skills & Compliance Requirements

As a goods-supply tender, bidders must demonstrate operational, logistical, and administrative capabilities rather than specialized professional skills. Required competencies include:

• Valid registration on the Central Supplier Database (CSD) with successful verification
• Active tax clearance status and submission of a SARS PIN for validation
• BBBEE compliance documentation or a sworn affidavit
• Proven capability in medical supply chain management, inventory control, and last-mile delivery to healthcare facilities
• Familiarity with public sector procurement frameworks, including accurate completion of mandatory returnable documents (SBD forms, disclosure declarations, and preference claim forms)
• Ability to produce product samples upon written request and facilitate inspection or testing by the procuring authority

When compressed and sealed, the bulb generates negative pressure to continuously draw excess fluid and blood from post-operative wounds, reducing infection risk and accelerating tissue healing.

80/20 Preference Point System: A standard South African public procurement evaluation model where 80% of scoring is allocated to price competitiveness and 20% to specific socio-economic goals. In this tender, the full 20 points are reserved for verifying South African ownership through CIPC documentation and director identification records.

Warranty & Performance Security: Suppliers warrant that goods are free from defects in materials, workmanship, or design for twelve months post-delivery or eighteen months from shipment, whichever expires first. Successful bidders may be required to submit performance security within thirty days of award. Delays incur daily penalties calculated at the current prime interest rate, and material breach may result in contract termination and temporary exclusion from public sector procurement.
