The primary objective is to procure durable, specification-compliant kitchenware for Eshowe Hospital through a transparent, competitive quotation process. The procurement aims to secure a reliable supplier capable of delivering high-quality items within budget, while advancing provincial economic development goals through structured preference scoring.

Scope

The scope covers the complete supply, packaging, and delivery of kitchen items to the designated hospital facility. Responsibilities include sourcing materials that meet strict durability and safety standards, coordinating logistics for timely handover, and providing physical samples upon request for quality verification. The supplier must ensure all delivered goods match the approved specifications and maintain consistent stock availability throughout the contract period.

Technical Requirements

• Tumblers: Polycarbonate material, clear finish, 240ml capacity, equipped with a lid, Newport style design.
• Mugs: Polycarbonate material, midnight blue colour, 240ml capacity, lidless, clear appearance.
• Water Carafes: Polycarbonate material, clear finish, 1-litre capacity, fitted with a lid and integrated cup shelf.
• Crockery & Racks: Clear polycarbonate construction, with storage racks coated in polyester for durability.

All quotations must be submitted in South African Rand and must exclude VAT. Bidders are required to formally confirm compliance with these specifications. Physical samples may be requested during the evaluation phase to verify material quality, dimensions, and finish before final award.

Skills Requirements

The tender does not mandate formal professional certifications or specialised trade qualifications. Instead, it assesses operational and logistical competencies through its evaluation framework. Successful bidders must demonstrate proven capacity in public sector supply chain management, including inventory control, quality assurance protocols, and end-to-end delivery coordination. Administrative proficiency is also required to compile mandatory compliance documentation, financial declarations, and preference-point evidence accurately.

Evaluation & Policy Context

Bids are assessed across four stages: administrative completeness, delivery capacity, specification compliance, and a Price and Preference Points System. The final stage allocates 80 points to price competitiveness and 20 points to Specific Goals. These preference points reward suppliers who manufacture within South Africa, source materials locally within KwaZulu-Natal, or hold valid Broad-Based Black Economic Empowerment (BBBEE) credentials. BBBEE is a national policy framework designed to redress historical economic disparities by incentivising ownership, management, procurement, and enterprise development by historically disadvantaged groups. To claim preference points, bidders must submit verifiable documentary proof; failure to provide evidence results in zero allocation for the respective category. Pricing is evaluated solely on the total cost excluding VAT, with the highest combined score determining the preferred supplier.
