Objectives

The primary objective of this tender is to secure a qualified supplier for the one-off provision and delivery of standardized maintenance uniforms and personal protective equipment (PPE) to support the daily operational and safety requirements of Estcourt Hospital’s maintenance department.

Scope

The procurement encompasses a single delivery of ten distinct uniform categories to be supplied directly to the hospital facility. The required quantities include:

• Hats (KZN logo)
• Leather gloves
• Rain suits
• Ankle socks
• Safety boots
• Men’s and women’s work trousers
• Cotton T-shirts (KZN logo)
• Short-sleeve shirts (KZN logo)
• Reflective and non-reflective work jackets

The contract is structured as a one-off supply with a quotation validity period of ninety days. All pricing must be inclusive of delivery costs to the designated site.

Technical Requirements

Bidders must strictly adhere to detailed material, construction, and safety specifications provided in the annexures. Key technical mandates include:

• Fabric & Composition: Items require specific blends such as 100% cotton twill/jersey or 65% polyester/35% cotton, with defined weights and weaves to ensure durability and comfort.
• Safety Features: Safety boots must be SANS-compliant with a 200-joule impact-resistant steel toe cap, plus oil, acid, and anti-static resistance. Rain suits require fully heat-sealed seams, waterproof PVC construction, and storm-proof closures.
• Construction & Finishing: Garments must feature triple-needle lapped seams, concealed YKK zippers, reinforced stress points, industrial wash treatment, and specific pocket layouts. Reflective outerwear requires 50mm yellow and silver reflective tape.
• Quality Assurance: All goods must be brand new, unused, and valid for a minimum of six months upon delivery. Products must comply with relevant South African National Standards (SANS/SABS). Physical samples are mandatory for most items, with the top three scoring bidders required to submit samples for final compliance verification before contract award.

Skills & Compliance Requirements

As this is a goods supply tender, no specialized technical or trade skills are mandated. Instead, bidders must demonstrate proven supply chain capacity and strict administrative compliance:

• Demonstrated Capacity: Bidders must provide verifiable proof of at least one prior successful delivery of identical maintenance uniform orders.
• Administrative Documentation: Mandatory submission of a valid Central Supplier Database (CSD) registration, current SARS tax clearance certificate, completed SBD 4 (Disclosure of Interest), SBD 6.1 (Preference Points Claim), and a valid B-BBEE status certificate or sworn affidavit.
• Corporate Verification: Proof of company registration and director identification documents must be provided. Failure to meet any administrative or capacity requirement results in immediate disqualification.

Key Terms & Conditions

The evaluation utilizes an 80/20 Preferential Procurement Model, allocating eighty points to price competitiveness and twenty points to socio-economic goals. Full preference points are granted exclusively to enterprises that are one hundred percent owned by Black African women.

Bidders must also be aware of strict anti-fraud provisions regarding cover-quoting. This occurs when multiple entities submit separate bids for the same contract, which is classified as corruption and grounds for immediate disqualification, potential public sector blacklisting, and criminal prosecution.

Late submissions, expired product offers, and non-compliant specifications will not be considered. The procuring entity reserves the right to negotiate prices deemed non-market-related and may initiate a fresh procurement process if all submitted samples fail compliance testing.
