Objectives

The primary objective is to procure and deliver standardized post-operative hygiene kits to support patients recovering from voluntary medical male circumcision (MMC) at Ceza/Thulasizwe Hospital. The initiative aims to minimize post-surgical complications, reduce emergency department visits, and ensure safe home-based recovery through the provision of essential wound-care supplies.

Scope

The contract covers a single delivery of four hundred (400) complete hygiene packs to the designated hospital facility. It is a once-off supply agreement requiring manufacturers or distributors to source, assemble, package, and transport all specified items to the procurement site. Pricing must be firm, inclusive of all delivery costs, and valid for ninety days. Successful bidders will be responsible for ensuring all goods meet quality standards and remain within a minimum six-month validity period upon delivery.

Technical Requirements

• Packaging: Durable green or black bag measuring 24 cm (length) × 16.5 cm (width) × 15 cm (height), featuring the word “SOKA” printed on both sides and equipped with a U-belt attached to the zipper end.
• Contents per pack: 50 ml hand sanitizer (70% alcohol), 175 g Savlon soap, one white gloving face cloth (27 cm × 27 cm), and 100 gauze swabs (50 mm × 50 mm, 0.8 ply).
• Quality & Compliance: All items must comply with South African National Standards (SANS/SABS). Products must be brand new, unused, and free from defects. Expired or second-hand goods are strictly prohibited.
• Sampling: Physical samples must accompany the quotation for objective evaluation. Samples will be retained by the institution if awarded and used to verify compliance before final delivery.
• Documentation: Fully completed and signed specification forms, tax clearance certificates, Central Supplier Database (CSD) registration, and B-BBEE verification documents are mandatory.

Skills & Experience Requirements

• Proven Track Record: Demonstrated capability in supplying medical or hygiene products to healthcare facilities, evidenced by at least one verifiable order and delivery note from either the public or private sector.
• Supply Chain Management: Operational capacity to manage bulk procurement, ensure timely delivery, maintain proper packaging standards, and adhere to strict quality control measures.
• Regulatory Compliance: Familiarity with South African public procurement frameworks, including Standard Bidding Documents (SBDs), General and Special Conditions of Contract, and preferential procurement policies.
• Financial Stability: Adequate financial and logistical resources to fulfill a one-time bulk order without compromising product integrity or delivery schedules.

Notable Terms & Conditions

MMC (Voluntary Medical Male Circumcision): A nationally recognized public health intervention in South Africa aimed at reducing HIV transmission risk. The hygiene packs serve as critical post-procedure wound-care kits for home recovery.

80/20 Preference Point System: An evaluation framework where eighty points are allocated to price competitiveness and twenty points to socio-economic transformation goals. Full preference points are exclusively reserved for enterprises that are at least 51% owned by Black women.

Sample Retention & Objective Evaluation: Submitted samples undergo strict physical inspection. Non-compliant samples may trigger a re-evaluation or restart of the procurement process. Samples are retained by the hospital if the bid is successful.

Strict Compliance Thresholds: Late submissions, incomplete documentation, or failure to meet mandatory administrative requirements result in immediate disqualification. The procuring authority reserves the right to negotiate prices deemed non-market-related and to terminate contracts for default or fraudulent practices.
