Objectives

The primary objective of this tender is to supply and deliver Blood Alcohol Sampling/Collection Kits, including post-mortem blood alcohol kits, to meet forensic and law enforcement needs. The aim is to ensure the availability of standardized, sterile, and reliable kits for blood alcohol analysis in legal and forensic contexts.

Scope

The scope encompasses the supply and delivery of:

• Blood alcohol sampling/collection kits suitable for post-mortem analysis.
• Post-mortem blood alcohol collection kits designed for forensic purposes.

Delivery must be within 7 days after official order placement to the specified municipality stores in Vredenburg. The tender also includes compliance with specific technical and quality standards, documentation, and legal requirements.

Technical Requirements

The kits must meet the following specifications:

• Contain a polystyrene container with tamper-evident seals that prevent ingress and leakage.
• Use leak-proof McCartney bottles with screw-on caps, Teflon-lined, airtight, and anti-leak mechanisms.
• Include labels with space for relevant sampling information (e.g., SAPS station, CAS number, sampling date, medical officer details).
• Be made of durable, non-bendable polystyrene material that cannot be concealed or tampered with.
• Comply with ISO 15394:2009 standards for serial tracking and labeling.
• Contain preservatives and anti-coagulants as required.
• Include an information leaflet for users.

Skills and Qualification Requirements

Suppliers must:

• Be registered on the Central Supplier Database (CSD) and provide proof of registration.
• Complete and sign all compulsory forms, including declarations of interest, preference points claim, and independent bid determination certificates.
• Provide valid B-BBEE certificates or affidavits demonstrating compliance.
• Submit detailed affidavits confirming property ownership or leasing arrangements, with ID numbers and relevant legal documentation.
• Ensure all documentation is on official business letterhead and submitted in line with specifications.
• Demonstrate experience in supplying forensic or medical sampling kits, with relevant references if required.
• Ensure compliance with legal and technical standards for forensic sample collection and transport.
