Objectives

The primary objective of this tender is to supply and deliver pulse oximeters with adult and paediatric probes to Umphumulo Hospital, ensuring the equipment meets specified standards for quality, safety, and functionality. The procurement aims to enhance patient monitoring capabilities across various hospital departments, supporting accurate measurement of oxygen saturation and pulse rate in adult, paediatric, and neonatal patients.

Scope

The scope encompasses the procurement, supply, delivery, installation, commissioning, and demonstration of pulse oximeters that comply with detailed technical specifications. It includes providing necessary accessories, training, manuals, and support services, as well as ensuring equipment meets all relevant standards and regulations. The contract is for a once-off supply with optional ongoing maintenance and support arrangements.

Technical Requirements

• The pulse oximeter must be portable, robust, and suitable for adult, paediatric, and neonatal use.
• The device must measure and monitor non-invasively blood pressure, SpO2, and pulse rate, with reliable technology (e.g., Nellcor, Massimo).
• The monitor should include audio and visual alarms with user-adjustable limits for parameters such as SpO2 and pulse rate.
• The equipment must have a digital display, trend monitoring, and alarm indication features.
• Reusable sensors must be included, with provisions for disinfection and options for disposable sensors.
• The device must operate off 220V ±10Hz AC power, with internal rechargeable batteries capable of sustaining operation during power failures (minimum 60 minutes).
• The monitor should have data storage for at least 24 hours of trend information, with the ability to recall and print data.
• Equipment must comply with international safety standards (IEC 60601-1, 60601-1-2), CE certification, and relevant South African regulations.
• All accessories, manuals, calibration software, and spare parts must be supplied, with a guarantee period of at least 24 months.

Skills Requirements

• The supplier must demonstrate technical expertise in manufacturing, servicing, and calibrating pulse oximeters and related medical devices.
• Technicians must be manufacturer-trained and capable of providing on-site maintenance, repairs, and calibration services within 24 hours.
• The bidder must have a well-established service and repair facility within KwaZulu-Natal, with qualified personnel and spare parts stock.
• Training must be provided to hospital staff and in-house technicians on device operation, calibration, and maintenance, with certification of competency issued upon completion.
• The supplier should have experience in supplying medical monitoring equipment to government hospitals and comply with all regulatory and safety standards.
