Objectives

The primary objective of this tender is to procure and deliver essential physiotherapy and rehabilitation supplies to Nkandla District Hospital. The goal is to support clinical rehabilitation services, including strength training, patient mobilization, musculoskeletal support, neurological stimulation, and standardized articulation assessments.

Scope

This is a one-off supply contract requiring the delivery of specified physiotherapy items directly to Nkandla Hospital. The scope encompasses:

• Resistance bands (heavy and medium duty)
• Wooden walking sticks for patient mobility
• Goldman-Fristoe Test of Articulation
• Kinesiology strapping tape
• Foam splint padding
• Acupuncture needles (multiple lengths)

All items must be delivered to the prescribed destination at no additional cost. The quotation validity period is ninety days, and the contract is awarded on a once-off basis.

Technical Requirements

Bidders must strictly adhere to the following technical and compliance criteria:

• Product Specifications: Each item must match the detailed parameters outlined in the annexures, including material composition, dimensions, resistance levels, thickness, and packaging formats.
• Quality & Standards: Goods must be new, unused, and compliant with relevant South African National Standards (SANS/SABS) where applicable. Expired products will be rejected; all items must have a minimum shelf life of six months upon delivery.
• Medical Device Compliance: Items such as acupuncture needles and therapeutic tapes require valid certification from the South African Health Products Regulatory Authority (SAHPRA).
• Samples: Physical samples may be requested for verification against specifications prior to contract award.
• Packaging & Delivery: All delivery costs must be included in the quoted price. Packaging must protect goods during transit and storage.
• Documentation: Bidders must submit a completed Central Supplier Database (CSD) report, CIPC registration certificate, BBBEE certificate or sworn affidavit, and a fully completed preference points claim form.
• Evaluation Framework: Quotations will be assessed across four stages: administrative compliance, delivery capacity, specification adherence, and price/preference scoring using an 80/20 point system.

Skills Requirements

No specialized professional qualifications or technical certifications are mandated for bidders. However, suppliers must demonstrate:

• Proven capability to source, store, and deliver medical and rehabilitation equipment within stipulated timeframes.
• Competence in managing regulatory documentation, including SAHPRA approvals and tax compliance certificates.
• Ability to provide accurate pricing, maintain firm quotations for ninety days, and fulfill contractual obligations without subcontracting violations.

Notes on Unusual or Complicated Terms

SAHPRA Certificate: A regulatory approval issued by the South African Health Products Regulatory Authority, confirming that medical devices (e.g., needles, therapeutic tapes) meet national safety, quality, and efficacy standards.

80/20 Preference Point System: A government procurement scoring model where eighty points are allocated based on competitive pricing and twenty points are awarded for designated socio-economic goals, specifically companies at least fifty-one percent owned by Black South Africans.

CSD Registration: Mandatory enrollment in the National Treasury’s Central Suppliers Database, which verifies bidder legitimacy, tax compliance, and financial standing before contract consideration.
