Objectives

The primary objective is to procure and deliver a comprehensive range of plumbing materials and fittings required for building maintenance and repairs at Estcourt Hospital. The procurement seeks to ensure timely, cost-effective acquisition of quality goods while complying with the KwaZulu-Natal Department of Health's supply chain management policies and preferential procurement frameworks.

Scope

This is a one-off quotation for the supply and delivery of twenty-five distinct plumbing items directly to Estcourt Hospital. The scope encompasses the provision of specified quantities of toilet wax pan seals, PVC and copper piping, brass and plastic fittings, valve kits, medical-grade taps, drain cleaning solutions, cistern handles, multipurpose cement, and low-level toilet pans. The contract is strictly limited to the delivery of goods; it does not include installation, labour, commissioning, or ongoing maintenance services.

Technical Requirements

• All items must be new, unused, and free from design or material defects, with a minimum product validity period of six months upon delivery.
• Goods must strictly adhere to the detailed specifications outlined in Annexure A, including exact dimensions, material grades, and pressure ratings (e.g., Class 2 copper pipes, 42.5N multipurpose cement, SABS-approved PVC and brass compression fittings).
• Medical action taps must feature ceramic disc heads, chrome plating, wall-mounting capability, and correct hot/cold indexing.
• Quotations must remain valid for ninety days. Prices must be firm, all-inclusive of delivery costs, and subject to 15% VAT only if the bidder is a registered VAT vendor.
• Bidders must demonstrate full administrative compliance, including valid Central Suppliers Database (CSD) registration, SARS tax clearance verification, and submission of all mandatory returnable forms.
• Late submissions will be automatically rejected. Expired or second-hand products are non-compliant.

Skills Requirements

• Proven logistical and inventory management capability to source, stock, and deliver construction materials within agreed timeframes.
• Familiarity with public sector procurement processes, including completion of standard government quotation forms, SBD declarations, and preference point claim documentation.
• Ability to manage supply chain risks and communicate promptly regarding potential delivery delays.
• No specialised technical, engineering, or installation skills are required, as the contract is purely for the supply and delivery of goods.

Explanation of Unusual or Complicated Terms

• 80/20 Preferential Procurement System: Evaluation uses an 80-point price-based scoring model and a 20-point socio-economic goal allocation. Full points are granted to South African-owned enterprises, verified by submitting a director's ID copy. Lower-priced bids score higher on the price component.
• Cover-Quoting Prohibition: Submitting multiple quotations under different company names or structures for the same bid is classified as fraudulent cover-quoting. Detection results in immediate disqualification and may trigger a ten-year restriction from doing business with the public sector.
• Prime Interest Rate Penalty Clause: Failure to deliver within the agreed period incurs daily financial penalties calculated using the current prime lending rate until actual delivery is completed. Repeated delays may lead to contract termination and procurement of substitute goods at the supplier's expense.
• Warranty Period: Suppliers guarantee all goods against manufacturing defects for twelve months after delivery or eighteen months after shipment, whichever expires first. Defective items must be repaired or replaced at no cost to the purchaser.
