The primary objective is to procure and deliver high-quality plumbing materials and tools to support routine maintenance and operational functionality at Pomeroy Community Health Centre. The procurement emphasizes compliance with public sector standards, ensuring timely supply of new-grade products while advancing socio-economic transformation through preferential procurement policies favoring South African-owned enterprises.

Scope

The tender encompasses the supply and delivery of nineteen distinct plumbing items and equipment to the designated facility. The inventory includes sink mixer taps, demolition hammers, plumber tool kits, toilet wax pan seals, copper pipes (15mm and 22mm), compression fittings, pressure valves, spiral element geysers, plastic drainage rod sets, flexible connectors, and gas cartridges. The contract involves a single delivery event with a ninety-day quotation validity period. All transportation and delivery costs must be incorporated into the quoted price, and supplied products must maintain a minimum validity period of six months upon delivery.

Technical Requirements

• All goods must be brand new, unused, and free from defects in design, material, or workmanship.
• Products must strictly comply with the detailed specifications provided in the annexures, including exact dimensions, material composition (e.g., de-zincification resistant brass, high-density polyethylene, pure copper), and functional ratings.
• Where applicable, items must meet South African National Standards (SANS/SABS) or equivalent quality certifications.
• Pricing must be firm, inclusive of VAT (if registered), and cover all delivery expenses to the site.
• A twelve-month warranty applies from the date of delivery and acceptance, obligating the supplier to repair or replace defective items at no cost to the purchaser.
• The purchaser retains full inspection, testing, and analysis rights before, during, and after delivery. Non-conforming goods will be rejected at the supplier’s expense.
• Expired, second-hand, or partially completed quotations will result in immediate disqualification.

Skills Requirements

While specialized trade licensing is not explicitly mandated, suppliers must demonstrate competent supply chain and logistical management capabilities. This includes proficiency in coordinating timely deliveries, managing inventory, and fulfilling administrative obligations. Bidders must possess the administrative capacity to complete mandatory returnable documents, including Central Supplier Database verification, tax compliance validation, Broad-Based Black Economic Empowerment (B-BBEE) documentation, and standard bid disclosure forms. Under general contract conditions, suppliers may also be required to provide incidental services such as on-site assembly supervision, detailed operations manuals, or basic personnel training related to the supplied goods.

Key Terms & Conditions

80/20 Preference Point System: The evaluation framework allocates eighty percent weight to competitive pricing and twenty percent to specific socio-economic goals. Full points are awarded to enterprises that are wholly South African-owned, requiring proof via valid identity documentation.

General and Special Conditions of Contract (GCC/SCC): Standard government procurement frameworks governing payment schedules, performance guarantees, anti-corruption measures, dispute resolution, and termination rights. SCC provisions override GCC in case of conflict.

Performance Security: A financial guarantee (irrevocable bank guarantee or certified cheque) equivalent to the contract value must be submitted within thirty days of award to mitigate non-performance risks.

Delay Penalties & Termination: Late deliveries incur daily financial penalties calculated using the current prime interest rate until fulfillment. Persistent failure may result in contract termination and restriction from public sector procurement for up to ten years.

Anti-Collusion & Cover-Quoting Prohibition: Strict bans on bid-rigging or multiple entities submitting competing quotes for the same opportunity. Violations are treated as fraud and trigger severe legal and procurement sanctions.
