Objectives

The primary objective is to procure and deliver standardized, high-quality health programme printed materials to support clinical operations, patient monitoring, staff training, and administrative record-keeping across healthcare facilities within the Uthukela District.

Scope

The tender encompasses the supply and delivery of approximately 33,320 units of various printed matter. The scope covers multiple health initiatives, including voluntary medical male circumcision (VMMC), human papillomavirus (HPV) vaccination, tuberculosis (TB) prevention and treatment, antiretroviral therapy (ART) management, and mortuary record-keeping. All items must be manufactured, packaged, and delivered to the designated district office according to specified quantities and unit formats (e.g., individual units, boxes, or packs).

Technical Requirements

• Strict compliance with detailed Annexure A specifications for each item, including exact dimensions, paper weights (ranging from 60gsm to 300gsm), printing methods (single or full colour, double-sided), binding types, and finishing processes.
• Production and submission of pre-award physical samples for official approval prior to commencing bulk manufacturing.
• All supplied goods must be brand new, unused, and possess a minimum shelf-life validity of six months from the date of delivery.
• Packaging must protect contents during transit and storage, with clear labelling, dispatch instructions, and appropriate unit grouping (e.g., 250 units per pack, 40 per box).
• Submission of mandatory compliance documentation, including Central Supplier Database (CSD) registration, SARS tax clearance, B-BBEE verification certificates, and Printing SA membership proof.
• Adherence to the 80/20 preferential procurement evaluation framework, with scoring based on price competitiveness and verified South African ownership.
