Objectives

The primary objective of this tender is to procure and deliver twenty (20) six-cubic-metre skip bins to support solid waste management operations within the Coastal Region under the Buffalo City Metropolitan Municipality. The municipality seeks a compliant, reliable supplier capable of meeting specified technical standards and delivery timelines.

Scope

The contract encompasses the complete supply and delivery of 20 units of 6m³ skip bins. Successful bidders must commit to delivering all units within seven to twenty-one days after receiving an official purchase order. Deliveries will be directed to designated operational points across the Coastal Region. The municipality reserves the right to accept partial quotations, reject non-compliant submissions, and award the contract based on the prescribed evaluation criteria without obligation to accept the lowest price.

Technical Requirements

• Capacity: 6 cubic metres (6,000 litres)
• Dimensions: Approximately 3.0–3.6m (length) × 1.5–1.8m (width) × 1.2m+ (height)
• Load Limit: 1.5 to 2.5 tonnes, dependent on waste classification
• Construction: Heavy-duty steel (3mm–4.5mm thickness), fully welded, with structural reinforcement for safe lifting and mechanical loading
• Safety Features: Lifting lugs/hooks must comply with recognised safety standards; drainage provisions required where applicable
• Branding: Units must display clearly marked BCMM identification
• Documentation: Mandatory submission of a guaranteed proof of delivery commitment and verifiable evidence of prior supply/delivery experience for identical or similar skip bins

Skills & Experience Requirements

• Proven commercial or municipal experience in the supply, delivery, and handling of 6m³ skip bins
• Operational logistics capability to consistently fulfil orders within the stipulated 7–21 day delivery window
• Administrative proficiency to complete all mandatory municipal bidding schedules, including tax compliance verification, BBBEE certification, and Central Supplier Database registration
• Valid corporate governance documentation, including a signed letter of authority authorising the bid signatory
• Familiarity with municipal supply chain management protocols, contractual obligations, and anti-collusion declarations

Key Terms & Conditions

80/20 Preference Points System: An evaluation framework allocating 80% of the total score to price competitiveness and 20% to socio-economic goals, specifically BBBEE contribution levels and local business location within the municipality or province.

Central Supplier Database (CSD): A mandatory national government registry used to verify supplier legitimacy, tax compliance, and financial standing. Registration must be active and accurate at the time of submission.

MBD Declarations: Standard municipal forms requiring bidders to certify independence from collusive bidding, disclose any conflicts of interest with municipal officials, and confirm clean past supply chain practices over the preceding five years.

Purchase Order Protocol: No goods may be delivered or services commenced until an official, signed purchase order is issued by the municipality. Early delivery renders the submission non-responsive.
