The primary objective of this tender is to procure and deliver twenty (20) six-cubic-metre skip bins to support solid waste management operations within the Coastal Region under the Buffalo City Metropolitan Municipality. The municipality seeks a compliant, reliable supplier capable of meeting specified technical standards and delivery timelines.
The contract encompasses the complete supply and delivery of 20 units of 6m³ skip bins. Successful bidders must commit to delivering all units within seven to twenty-one days after receiving an official purchase order. Deliveries will be directed to designated operational points across the Coastal Region. The municipality reserves the right to accept partial quotations, reject non-compliant submissions, and award the contract based on the prescribed evaluation criteria without obligation to accept the lowest price.
80/20 Preference Points System: An evaluation framework allocating 80% of the total score to price competitiveness and 20% to socio-economic goals, specifically BBBEE contribution levels and local business location within the municipality or province.
Central Supplier Database (CSD): A mandatory national government registry used to verify supplier legitimacy, tax compliance, and financial standing. Registration must be active and accurate at the time of submission.
MBD Declarations: Standard municipal forms requiring bidders to certify independence from collusive bidding, disclose any conflicts of interest with municipal officials, and confirm clean past supply chain practices over the preceding five years.
Purchase Order Protocol: No goods may be delivered or services commenced until an official, signed purchase order is issued by the municipality. Early delivery renders the submission non-responsive.
