Objectives

The primary objective of this tender is to procure four (4) durable, hospital-grade stainless steel bin trolleys for the uMzinyathi Health District Office. The procurement aims to secure high-quality waste management equipment that complies with strict provincial health specifications, ensures timely delivery, and supports local economic development through structured preferential procurement policies.

Scope

This is a once-off supply and delivery contract. The successful bidder will be responsible for manufacturing or sourcing, transporting, and delivering four (4) bin trolleys to the designated district office. The scope encompasses full delivery logistics (with all transport costs included in the quoted price), provision of goods matching approved specifications, and adherence to a 90-day price validity period. The contract includes a standard 12-month warranty period post-delivery and requires compliance with all administrative, technical, and financial evaluation stages.

• Castors/Wheels: 125mm non-marking plate swivel castors with non-marking elastic rubber, polyamide centers, and double swivel roller bearings

• Additional Features: Top plate fitting measuring 105mm x 85mm; sides fitted with mesh wire
• Quality Standards: Goods must be new, unused, conform to attached specification drawings, and remain valid for a minimum of six months upon delivery. All delivery costs must be included in the quotation.

Skills & Compliance Requirements

As this is a goods supply tender, specialized technical certifications are not mandated. However, bidders must demonstrate operational and administrative capability to meet public sector procurement standards:

• Valid registration on the Central Suppliers Database (CSD)
• Tax compliance verification via SARS PIN
• Updated CIPC company registration documents
• B-BBEE status verification certificate or sworn affidavit (for EMEs/QSEs)
• Ability to complete all mandatory Standard Bid Document (SBD) forms accurately
• Capacity to provide firm, fixed pricing and honor a 12-month warranty period
• Operational readiness to attend a site measurement briefing if required for dimensional verification

Key Procurement Terms & Conditions

• 80/20 Preference Point System: Evaluation awards 80 points for competitive pricing and 20 points for specific socio-economic goals. Full points are allocated to promote South African-owned enterprises, requiring submission of proof such as a South African identity document.
• General & Special Conditions of Contract (GCC/SCC): Standard government terms governing delivery schedules, penalty clauses for late delivery (calculated at the current prime interest rate), termination rights for default or misconduct, and warranty obligations.
• Mandatory Three-Stage Evaluation: Quotations are assessed sequentially: (1) Administrative compliance, (2) Technical specification adherence, and (3) Price/preference scoring. Failure at any stage results in immediate disqualification.
• CSD & SBD Forms: The CSD is the national database for verifying supplier legitimacy and tax compliance. SBD forms are standardized government templates used to declare conflicts of interest, claim preference points, and confirm contractual acceptance. Incomplete or falsified submissions lead to automatic disqualification.
