The procurement aims to ensure uninterrupted availability of sterile packaging materials while adhering to national public procurement legislation and preferential economic transformation goals.

Scope

The contract encompasses the complete supply, delivery, and handover of forty (40) sterilization reels to the hospital stores. The scope covers two distinct product types: flat/plain reels and gusseted/pleated reels. Responsibilities include sourcing or manufacturing, quality assurance, transportation to the designated facility, provision of physical samples upon written request, and fulfillment of a warranty period. The engagement operates as a single-transaction contract subject to standard government supply chain management protocols.

Technical Requirements

• Product Specifications: Reels must be constructed using Steriview paper. Dimensions and quantities must strictly align with the approved specification annexures.
• Quality & Shelf Life: All goods must be brand new, unused, and free from manufacturing defects. Products must retain a minimum validity period of six months upon delivery. Compliance with applicable South African National Standards (SANS/SABS) is mandatory.
• Delivery & Logistics: The supplier bears all transportation costs, which must be fully inclusive in the quoted price. Delivery must occur within the contractually agreed timeframe directly to the hospital stores.
• Warranty: A twelve-month warranty applies from the date of acceptance at the final destination, covering defects arising from design, materials, or workmanship under normal use conditions.
• Compliance Documentation: Bidders must submit valid Central Supplier Database (CSD) verification, SARS tax clearance status, updated CIPC registration documents, a valid SAPHRA license, MAAA number, and BBBEE certification or sworn affidavit.
• Evaluation Process: Quotations undergo a four-stage assessment: administrative compliance, delivery capacity, specification adherence, and a combined price/preference scoring model.

While no specialized engineering certifications are mandated, bidders must demonstrate proven operational capability in sourcing and distributing healthcare packaging materials. • Steriview Paper: A transparent, breathable medical-grade paper engineered for sterilization wrapping. It allows clinical staff to visually verify instrument tray contents without compromising the sterile barrier during steam or gas sterilization cycles.
• Gusseted/Pleated Reels: Packaging reels featuring folded side panels that expand laterally to securely contain irregular, heavy, or bulky surgical instruments, preventing tears and maintaining package integrity.
• 80/20 Preference Point System: A South African public procurement evaluation framework allocating eighty percent of total points to competitive pricing and twenty percent to socio-economic objectives. For this tender, the full twenty points are exclusively reserved for enterprises that are one hundred percent South African-owned.
