Objectives

The primary objective of this tender is to procure and deliver essential surgical sutures to Ladysmith Regional Hospital within the KwaZulu-Natal Department of Health. Scope

The scope covers the one-off supply and direct delivery of three specific suture categories, each packaged in boxes of twelve units. The required quantities are:

Bidders must satisfy the following technical, regulatory, and logistical criteria:

• Exact Specification Compliance: Products must precisely match the stated material type, length, gauge, and reference codes. Deviations result in disqualification.
• Product Condition: Only new, unused, current-model items are acceptable. Expired, damaged, or second-hand goods will be rejected. All supplies must retain a minimum shelf life of six months upon delivery.
• Regulatory Licensing: Suppliers must provide a valid licence from the national health products regulator authorising the manufacture, wholesale, or distribution of medical devices.
• Quality Assurance & Inspection: Goods must meet applicable national standards. The procuring entity reserves the right to inspect, test, or analyse deliveries; non-compliant items incur testing and replacement costs borne by the supplier.
• Delivery & Incidental Costs: Quoted prices must be all-inclusive, covering transport, insurance, and handling. Delivery timelines must be explicitly stated, and late deliveries attract daily financial penalties.
• Warranty: A twelve-month warranty applies from delivery acceptance (or eighteen months from shipment). Defective items must be repaired or replaced at no additional cost to the hospital.

Although no formal academic qualifications are mandated, successful bidders must demonstrate:

• Proven operational capacity in the warehousing, logistics, and cold-chain/stable-environment distribution of regulated medical consumables.
• Strong administrative competence to accurately complete mandatory public sector compliance documentation, including Central Supplier Database (CSD) verification, B-BBEE status proof, and tax clearance validation.
• Experience navigating government procurement frameworks, including preference point calculations, disclosure declarations, and contractual performance security.
• Robust inventory and supply chain management systems to guarantee timely fulfilment and prevent stockouts or expiry-related rejections.
