All products must be new, unused, and have a minimum shelf life of six months. Delivery costs must be included in the quoted price.

Technical Requirements

  • Compliance with specifications: Bidders must confirm their products comply with the detailed specification sheets (Annexure A) covering suture type, length, gauge, and needle configuration.
  • Quality standards: Products must conform to S.A.N.S./S.A.B.S. specifications where applicable.
  • Packaging: Must be sufficient to prevent damage during transit, including rough handling and temperature extremes.
  • Delivery: Quoted prices must be firm and include all delivery costs to the hospital. Delivery period must be stated.
  • No expired or second-hand goods: All products must be valid for at least six months from delivery.

Evaluation Criteria

Quotations are evaluated in four stages. Failure at any stage renders the bid non-responsive:

  1. Stage 1 – Administrative Compliance: Submission of all required documents, including the official price page, bidder’s disclosure (SBD4), general and special conditions, preference points claim form, CIPC registration, B-BBEE status verification, and Central Supplier Database (CSD) compliance report.
  2. Stage 2 – Specification Compliance: Bidder must confirm the offered products meet the stated specifications.
  3. Stage 3 – Objective Criteria: The top three scoring bidders may be required to submit samples for evaluation.
  4. Stage 4 – Price and Preference Points: The 80/20 preference point system applies (80 points price, 20 points specific goals).

Preference Points

Full 20 preference points are allocated to companies that are at least 100% owned by Black African women. Proof of ownership (ID copies of directors) must be submitted. The CSD will be used to verify claims.

Skills and Compliance Requirements

  • Central Supplier Database (CSD): Bidders must be registered on the CSD and have a valid tax clearance certificate (SARS PIN).
  • Tax compliance: Bidders must be tax compliant; failure to validate will result in disqualification.
  • Disclosure of interest: Bidders must disclose any relationship with employees of the KZN Department of Health, as per SBD4. False declarations lead to disqualification.
  • Anti-collusion: Bidders must certify no collusive practices, price-fixing, or undisclosed subcontracting arrangements exist.
  • Documentation: Quotations must be submitted on official forms (not retyped), with original signatures. Corrections must be initialled; correcting fluid is prohibited.
  • Delivery and performance: Bidders must accept liability for delays, with penalties calculated at the prime interest rate per day of delay. The Department may terminate contracts for default or corrupt practices.

Special Conditions

  • Prices must be firm and include VAT (if VAT vendor). Non-firm prices are rejected.
  • The Department is not obliged to accept the lowest quotation.
  • Late quotations are not considered.
  • Bidders must confirm receipt of their quotation and keep proof.
  • All decisions by the Department are final.

Unusual or Complicated Terms

  • Preferential Procurement Policy Framework: The 80/20 system means 80% of evaluation points are for price and 20% for specific goals (here, Black women-owned businesses). This is a standard South African government procurement mechanism to promote economic empowerment.
  • Bidder’s Disclosure (SBD4): A mandatory declaration requiring bidders to disclose any relationship with state employees or other bidders to prevent corruption and collusion.
  • Central Supplier Database (CSD): A national database of approved suppliers; registration and compliance are mandatory for government contracts.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
