Objectives

The primary objective is to procure essential maintenance and repair tools for Catherine Booth Hospital to support general facility upkeep and specifically wheelchair repair operations. The procurement aims to secure high-quality, compliant equipment through a transparent, competitive quotation process aligned with South African public procurement regulations.

Scope

This is a one-off supply and delivery contract covering five specific items:

• Toolbox: Large metal cantilever toolbox containing an 88-piece top-line tool set.
• Metal Hammer: 0.5kg head, manufactured from drop-forged or high-carbon steel.
• Rubber Hammer: Solid rubber head, cylindrical or round shape.
• Allen Key Set: Complete set with multiple sizes, supplied in a protective case.
• Wheel Pump: Double hand-held pump equipped with a pressure gauge (0–100 PSI range).

All goods must be delivered to the hospital’s designated location. The contract validity period is ninety days, and pricing must remain firm throughout this period.

Technical Requirements

• All items must be brand new, unused, and free from defects in design and materials.
• Products must comply with relevant South African National Standards (SANS) or South African Bureau of Standards (SABS) specifications. Proof of approval must be submitted.
• Supplied goods must have a minimum shelf-life or operational validity of six months from the date of delivery.
• Bidders must complete official quotation forms without retyping or altering the prescribed layout.
• Post-evaluation, the top three scoring bidders may be required to submit physical samples for objective compliance verification via email request.
• Delivery costs must be fully inclusive in the quoted price.

Skills Requirements

While no specialized professional qualifications are mandated, bidders must demonstrate:

• Proven capability to source, manufacture, or distribute compliant new industrial and workshop tools.
• Logistical capacity to ensure timely delivery to the specified hospital site.
• Financial and operational stability to fulfill a single-delivery contract within agreed timeframes.
• Familiarity with public sector procurement processes, including accurate completion of mandatory returnable documents and compliance with tax and supplier database regulations.

Key Terms & Conditions

80/20 Preference Point System: Evaluation allocates 80 points to price competitiveness and 20 points to specific transformation goals. Full points for the latter are awarded exclusively to companies that are at least 100% owned by Black Africans, supported by CIPC ownership certificates or sworn affidavits.

SBD Documents: Bidders must submit SBD 4 (Disclosure of Interest) to declare any relationships with state employees, and SBD 6.1 (Preference Points Claim Form) to claim transformation points. Failure to submit these renders the bid non-responsive.

Sample Submission Protocol: Unlike standard tenders, this process requires shortlisted bidders to physically submit product samples after initial scoring. Non-compliance results in disqualification, and if all samples fail inspection, the entire quotation process restarts.

Penalty & Termination Clauses: Late delivery incurs daily penalties calculated using the current prime interest rate. Persistent default or fraudulent practices may lead to contract termination and potential restriction from public sector procurement for up to ten years.
