Objectives

The primary objective is to procure four mobile trolleys specifically engineered to mount workstations and docking stations. These units will enable the safe, efficient, and ergonomic operation of infusion and syringe pumps within clinical environments at Victoria Mxenge Hospital.

Scope

The contract encompasses a one-off supply, delivery, on-site assembly, and operational training for four complete trolley units. Delivery must occur at the designated hospital facility. The supplier is responsible for ensuring all goods meet prescribed quality standards, comply with South African public procurement regulations, and remain under warranty post-delivery. The engagement is strictly limited to the provision of goods and associated setup services, with no ongoing maintenance contracts or extended service agreements included.

Technical Requirements

• Mobility: Base must feature four castor wheels with functional braking mechanisms.
• Structure: Sturdy frame constructed from durable, rust-resistant materials suitable for clinical environments.
• Adjustability: Crossbar height must be manually adjustable via screw-loosening and vertical sliding mechanisms.
• Compatibility: Must seamlessly integrate with existing hospital workstations, docking stations, infusion pumps, and syringe pumps.
• Packaging & Delivery: Supplied as fully assembled units in individual boxes, delivered directly to the specified site.
• Quality & Standards: Must adhere to relevant local and international safety and durability standards. Products must be brand new, unused, and possess a minimum remaining shelf life of six months.
• Documentation & Samples: Submission of a detailed brochure, specification-compliant photograph, or a complete assembled sample prior to the closing date is mandatory.
• Warranty: Standard manufacturer warranty covering defects in design, material, or workmanship for twelve months post-acceptance or eighteen months from shipment, whichever occurs first.

Skills Requirements

While no highly specialized technical certifications are mandated, bidders must demonstrate:

• Proven capability in sourcing or manufacturing medical-grade mobility and mounting equipment.
• Competency in on-site mechanical assembly, calibration, and secure fastening of workstation mounts.
• Ability to conduct practical training sessions for healthcare personnel on safe operation, weight distribution, and handling protocols.
• Administrative proficiency in completing mandatory South African government procurement documentation, including Central Suppliers Database (CSD) verification, tax compliance validation, and standard bid returnable forms.

Explanation of Unusual or Complicated Terms

• 80/20 Preference Point System: A South African public procurement evaluation model where 80 points are awarded based on competitive pricing and 20 points for socio-economic goals. In this tender, the full 20 points are reserved for verifying that the enterprise is wholly South African-owned, requiring submission of CIPC registration documents listing all directors or members.
• GCC & SCC: The General and Special Conditions of Contract form the legal framework of the agreement. They outline strict protocols regarding delivery timelines, penalty calculations for delays (calculated using the current prime interest rate), termination rights for default or misconduct, intellectual property indemnification, and dispute resolution procedures.
• SBD Forms & CSD Compliance: Mandatory regulatory submissions ensuring bidder transparency, conflict-of-interest disclosure, and financial/tax standing. Failure to maintain active CSD registration or SARS tax clearance results in automatic disqualification under National Treasury directives.
