Scope

The contract encompasses the supply and delivery of vaginal speculums in three specified sizes: Small (200 boxes), Medium (200 boxes), and Large (200 boxes). Each box contains 100 units. The engagement is structured as a single-delivery contract with a quotation validity period of 90 days. All transportation and delivery costs to the designated hospital facility must be factored into the quoted price. The scope does not extend to installation, commissioning, maintenance, or training services.

Technical Requirements

• Products must be new, unused, and represent the most recent or current manufacturing models.
• Specifications require disposable hard plastic speculums that are clear in colour, packaged in boxes of 100 units.
• Items must be in good condition and possess a minimum remaining shelf life of six months upon delivery.
• Second-hand, refurbished, or expired products are strictly prohibited.
• Bidders must provide documented proof that the supplied items comply with SABS or SANS quality and safety standards.
• All pricing must be firm and remain unchanged throughout the contract period.
• Evaluation follows an 80/20 preference point system, awarding 80 points for competitive pricing and 20 points for socio-economic transformation goals (specifically, companies with at least 51% Black ownership).

As this is a standard goods-supply procurement, no specialised clinical or technical expertise is required from the bidder. Suppliers must demonstrate fundamental commercial and logistical capabilities, including inventory management, reliable distribution networks, and financial stability to fulfil a one-off delivery obligation. Compliance with administrative and regulatory frameworks is mandatory, including active Central Suppliers Database (CSD) registration, valid tax clearance status, and submission of B-BBEE verification certificates or sworn affidavits. Bidders must also accurately complete conflict-of-interest disclosures and ownership declaration forms.
