The quotation validity period is ninety (90) days, and the agreement is a single transaction with no automatic renewal or framework provisions.
This procurement does not require specialized technical or professional skills, as it is a straightforward goods supply contract. Bidders must demonstrate standard commercial and logistical capabilities, including inventory management, quality assurance, and reliable freight delivery to the hospital site. Additionally, bidders must possess administrative competence to navigate South African public procurement compliance, including maintaining active registration on the Central Suppliers Database (CSD), completing mandatory Standard Bidding Documents (SBDs), and providing valid Broad-Based Black Economic Empowerment (B-BBEE) documentation.
80/20 Preference Point System: A standard South African government evaluation model where 80 points are allocated for price competitiveness and 20 points for specific socio-economic goals. Full points are reserved for South African-owned enterprises to stimulate local economic participation.
Central Suppliers Database (CSD): A mandatory national vendor registry managed by National Treasury. Bidders must be verified on the CSD to confirm tax compliance and legal business standing before their quotation can progress through evaluation.
Delay Penalties: Failure to deliver within the agreed timeframe triggers financial deductions calculated using the current prime interest rate for each day of delay, alongside the purchaser’s contractual right to terminate the agreement or procure substitutes elsewhere.
