Technical Requirements

• Material & Weight: Brown paper with a minimum grammage of 220 GSM.
• Dimensions: 37 cm x 45 cm.
• Design Features: Pre-printed information table capturing patient details (name, age, hospital number) and radiology data (body part, date, ward, X-ray reference).
• Quality Standards: Products must be new and unused. Expired stock is rejected, and delivered items must have a minimum shelf life of six months.
• Packaging: Supplied in packets of 100 pieces each, with internal packaging aligned to the 250-unit pack specification outlined in the annexure.
• Samples: Physical samples are mandatory for quality verification prior to contract execution.
• Compliance: Strict adherence to the provided specification sheet is required; non-compliant quotations will be disqualified.

• Manufacturing & Sourcing: Proven capability to produce or source medical-grade paper envelopes meeting exact dimensional, material, and printing specifications.

• Administrative Proficiency: Ability to accurately complete and submit mandatory South African public procurement documentation, including Central Suppliers Database (CSD) verification and Standard Bidding Document (SBD) forms.
• Financial & Operational Stability: Capacity to fulfill once-off delivery obligations and maintain compliance with warranty and performance security clauses post-award.

Key Procurement Terms & Conditions

This tender incorporates several standard South African public sector procurement mechanisms that bidders must understand:

• 80/20 Preference Point System: A scoring model allocating up to 80 points for competitive pricing and up to 20 points for socio-economic development goals, specifically targeting enterprises owned by youth. Claiming these points requires a valid Broad-Based Black Economic Empowerment (B-BBEE) sworn affidavit.
• Standard Bidding Documents (SBDs): Legally mandated government forms.
