Objectives

The primary objective is to secure a reliable supplier to provide high-quality antimicrobial ventricular catheters to support clinical neurosurgical procedures at Inkosi Albert Luthuli Central Hospital. The procurement aims to ensure timely delivery, strict regulatory compliance, value for money, and alignment with national preferential procurement policies.

Scope

This is a one-off contract for the supply and delivery of 120 units of antimicrobial ventricular catheters to the designated hospital facility in KwaZulu-Natal. The scope encompasses full delivery, including all logistics, insurance, and applicable taxes up to the point of receipt at the hospital. Quotations remain valid for 90 days, and pricing must be firm and inclusive of all delivery costs.

Technical Requirements

• Product Specifications: Standard perforation design with a winged connector, 30 cm length, 8.5 FR gauge, 1.6 mm inner diameter, and 2.8 mm outer diameter.
• Quality & Shelf Life: All items must be brand new, unused, and possess a minimum remaining shelf life of six months upon delivery.
• Standards Compliance: Goods must conform to relevant South African National Standards (SANS) or South African Bureau of Standards (SABS) specifications where applicable.
• Sample Verification: Top-scoring bidders may be required to submit physical samples for independent quality assessment during the final evaluation stage.

Skills and Compliance Requirements

• Regulatory Licensing: Possession of a valid licence issued by the South African Health Products Regulatory Authority (SAHPRA) authorising the manufacture, import, export, or wholesale distribution of medical devices.
• Supplier Registration: Active registration and verified compliance status on the Central Suppliers Database (CSD).
• Economic Empowerment: Provision of a B-BBEE status verification certificate, sworn affidavit, or updated CIPC registration documents to qualify for preference points.
• Tax Compliance: Valid SARS tax clearance or PIN verification demonstrating good standing.
• Documentation & Administration: Completion of all mandatory returnable forms, including Bidder’s Disclosure (SBD 4), General and Special Conditions of Contract, and the Preference Points Claim Form (SBD 6.1).
• Delivery Capacity: Demonstrated ability to execute the contract without prior defaults, alongside strict adherence to anti-collusion, anti-corruption, and conflict-of-interest declarations.

• SAHPRA Medical Device Licensing: Suppliers must hold specific regulatory approval for medical device distribution, ensuring all supplied catheters meet national safety, efficacy, and traceability standards before entering clinical use.
• 80/20 Preference Point System: Evaluation allocates 80 points to price competitiveness and 20 points to socio-economic goals, specifically prioritising enterprises owned by youth. Bidders must submit verifiable proof of youth ownership to claim these points; failure to do so results in zero allocation for this category.
• Mandatory Sample Submission Stage: Even after achieving the highest scores on price and preferences, bidders must physically submit product samples for independent verification. Non-compliance or substandard samples lead to automatic disqualification, regardless of prior ranking.
• Multi-Stage Administrative Gatekeeping: The evaluation follows a strict sequential filtering process. Missing any mandatory compliance document, failing to confirm specification checkboxes, or submitting incomplete forms results in immediate non-responsiveness and exclusion from further consideration.
• Delay Penalties & Contract Termination: Late deliveries incur daily financial penalties calculated at the current prime interest rate. Persistent failure to perform or breach of contract terms permits the purchaser to terminate the agreement, procure substitute goods at the supplier’s expense, and potentially impose a temporary ban on future public sector contracting.
