Objectives

The primary objective of this tender is to procure and supply bulletproof vests and ballistic ceramic plates that meet specified safety and quality standards for law enforcement personnel. The aim is to enhance officer safety through the provision of protective gear that is comfortable, ergonomic, and compliant with relevant specifications.

Scope

The scope of the tender includes:

• Supply and delivery of bulletproof vests suitable for law enforcement use, including soft armor vests and hard ballistic ceramic plates.
• Provision of vests with front, back, and side protection, adjustable straps, and pockets for armor panels.
• Supply of ballistic ceramic plates in specified sizes (small and medium) for male and female officers.
• Delivery of the goods within 7 days after official order placement to the designated municipality stores in Vredenburg.
• Compliance with technical specifications, safety standards, and packaging requirements.

Technical Requirements

The technical specifications for the bulletproof vests and plates include:

• Vests must be designed for comfort, distributing weight evenly across the torso, with ergonomic features.
• Vests must be suitable for soft protection against handgun threats and armoured for rifle threats.
• Features include front, back, and side protection, adjustable sides and shoulder straps, and pockets for armor panels.
• Vests must display "Law Enforcement" wording and badges on the front and back.
• Ballistic plates must be ceramic, Level III SA mix, with sizes specified as small and medium for both genders.
• Pricing must include delivery charges, and all items must conform to the stipulated specifications.

Skills and Qualifications Requirements

Suppliers must demonstrate:

• Registration on the Central Supplier Database (CSD) with active status.
• Ability to provide certified B-BBEE certificates or affidavits for B-BBEE status verification.
• Submission of valid lease agreements or affidavits confirming the business address for locality points.
• Completion and signing of all compulsory forms, including declarations of interest (MBD 4), preference points claim (MBD 6.1), and independent bid determination (MBD 9).
• Experience in supplying law enforcement protective gear and ballistic materials.
• Compliance with safety, quality, and delivery standards as specified in the tender documentation.
