Objectives

The primary objective of this quotation is to secure a compliant and reliable supplier for the one-off provision and delivery of essential electrical, lighting, and refrigeration maintenance materials to Mosvold Hospital under the KwaZulu-Natal Department of Health.

Scope

The scope encompasses the supply and delivery of two distinct product categories:

• Electrical Materials E1 (56 units): Refrigeration gases, access valves, filter driers, compressors, capillary tubes, fan motors, capacitors, copper brazing rods, gas torches, halogen lamps, and electrical contactors.
• Electrical Materials E2 (725 units): Air conditioning contactors, a single-stage vacuum pump, a professional welder, various LED lighting solutions (ceiling panels, retrofit modules, channel fittings, sensor globes, flood lights, and T8 tubes), welding rods, flat electrical cable, and bulb holders.

All goods must be delivered to the hospital's designated site. The contract is structured as a single, non-renewable order.

Technical Requirements

• Specification Compliance: All items must strictly match the attached technical schedules and conform to relevant South African National Standards (SANS/SABS). Bidders must explicitly confirm compliance.
• Product Condition: Only new, unused, and current-model items are acceptable. Expired or second-hand goods will be rejected. All products must retain a minimum shelf life of six months upon delivery.
• Packaging & Delivery: Goods require robust packaging to withstand transit and exposure. All delivery costs must be fully inclusive in the quoted price.
• Warranty: A minimum twelve (12) month warranty from delivery acceptance or eighteen (18) months from shipment (whichever is earlier) is required, covering defects in design, material, or workmanship.
• Mandatory Documentation: Bidders must submit original tax clearance certificates, updated CIPC registration, B-BBEE status verification or sworn affidavit, and valid Central Suppliers Database (CSD) registration.

Skills Requirements

While formal trade certifications are not explicitly mandated, bidders must demonstrate:

• Operational capacity in logistics and supply chain management to coordinate the timely delivery of diverse electrical and HVAC components.
• Administrative proficiency to accurately complete official government quotation forms, preference point claim forms, and conflict-of-interest disclosures.
• Financial and operational stability to manage large-volume orders without requesting partial payments, ensuring consistent service delivery to a healthcare facility.

Notable Terms & Conditions

No Part-Payment Clause: To mitigate historical risks of suppliers delivering partial orders and subsequently defaulting, successful bidders must sign a binding payment agreement. This stipulates that all contracted materials must be fully delivered before any invoice or payment request is processed. Partial deliveries will not trigger partial payments.

Strict Compliance & Preference System: Evaluation follows a rigid three-stage process. Failure at Stage 1 (administrative/compulsory) or Stage 2 (specification compliance) results in immediate disqualification. The procurement utilizes an 80/20 pricing model, where 20 preference points are exclusively awarded to companies that are at least 51% black-owned, verified through CSD and supporting documentation.
