Objectives

The primary objective of this tender is to procure a supplier to provide and deliver EPWP (Expanded Public Works Programme) personal protective clothing and related items for the Mthatha Regional Office, ensuring safety and compliance with relevant standards for workers involved in EPWP activities.

Scope

The scope includes the supply and delivery of various PPE items such as khaki clothing, boots, socks, and embroidery for approximately 350 units each, to the Mthatha Regional Office. The contract covers the full procurement process from item specification, pricing, and compliance to delivery at the specified destination within the stipulated timeframe.

Additional scope involves adherence to technical specifications, packaging, inspection, testing, warranty, and after-sales support as detailed in the tender documentation.

Technical Requirements

• Items must conform to the standards specified in the tender documents and specifications.
• All PPE must be new, unused, and incorporate recent design and material improvements.
• Items must be properly packed to prevent damage during transit, with packaging complying with special requirements.
• Delivery must be made in accordance with the specified schedule, with required documentation such as shipping and delivery notes.
• Suppliers must provide warranties (minimum 12 months) against defects arising from design, materials, or workmanship.
• Suppliers shall facilitate inspections, tests, and analyses during and after production to ensure compliance.
• Suppliers may be required to provide incidental services such as installation, commissioning, training, and maintenance support.
• Performance security, insurance, and other contractual obligations as per the General Conditions of Contract (GCC).

Skills Requirements

• Ability to meet technical specifications and standards for PPE items.
• Experience in procurement, supply chain management, and logistics for large-scale PPE delivery.
• Knowledge of compliance with South African procurement regulations, including B-BBEE requirements.
• Capability to provide warranties, after-sales support, and facilitate inspections and testing.
• Competence in documentation, including bid submission, contractual obligations, and compliance declarations.
• Understanding of health and safety standards applicable to PPE for EPWP workers.
