Objectives

The primary objective of this tender is to procure and deliver a specified quantity of electric storage water heaters (geysers) to Christ the King Hospital under the KwaZulu-Natal Department of Health. The aim is to secure reliable, energy-efficient, and durable hot water supply equipment through a transparent, compliant, and competitively priced once-off procurement process.

Scope

The contract covers the supply and delivery of eighteen (18) Superline Dual Geysers across four capacity specifications: five units of 100 litres, five units of 150 litres, five units of 200 litres, and three units of 50 litres. The agreement is a single-delivery contract with a quotation validity period of ninety days. All goods must be transported to the hospital's designated maintenance facility, with full delivery costs incorporated into the quoted price. Evaluation follows a three-stage process: administrative compliance, technical specification adherence, and a combined price/preference scoring system.

Technical Requirements

• All geysers must be SABS-approved and constructed using compliant building materials.
• Equipment must carry a five-year warranty on the inner cylinder and achieve Class B energy efficiency ratings.
• Units must support both horizontal and vertical installation configurations.
• Each geyser must include a TP&DC safety valve and operate within a 400 kPa to 600 kPa pressure range.
• All products must fully comply with SANS 151 standards.
• Bidders must submit a clear picture sample of the exact model being offered alongside their quotation.
• Supplied units must be brand new, unused, and possess a minimum remaining shelf life of six months upon delivery. Expired or second-hand items will be automatically rejected.
• Full completion of all mandatory returnable documents and strict adherence to the attached specification annexure are required to advance to pricing evaluation.

Skills Requirements

This is a pure goods supply contract; therefore, no specialised installation, commissioning, or maintenance labour skills are mandated. Suppliers must demonstrate standard logistics, warehousing, and freight distribution capabilities suitable for delivering heavy electrical appliances. Additionally, bidders must possess administrative proficiency to navigate public sector procurement documentation, maintain active tax compliance status, and hold valid Central Supplier Database registration.

• TP&DC: Stands for Temperature and Pressure Drain Valve. It is a critical safety component that automatically releases excess pressure or temperature to prevent tank rupture or scalding.
• SANS 151: The South African National Standard that dictates the design, manufacturing, testing, and safety benchmarks for domestic and commercial storage water heaters.
• 80/20 Preference Point System: A statutory procurement evaluation model where eighty percent of the total score is allocated to price competitiveness and twenty percent is reserved for specific socio-economic goals, primarily prioritising South African-owned enterprises.
• GCC/SCC: General and Special Conditions of Contract. These legally binding clauses define payment terms, warranty periods, penalty calculations for delayed delivery, dispute resolution pathways, and termination rights under South African public finance legislation.
• CSD Registration: Mandatory enrolment in the Central Suppliers Database, a national government repository used to verify supplier legitimacy, tax clearance, historical performance, and eligibility before any contract can be awarded.
