Objectives

The primary objective is to procure and deliver 2,200 units of 25g hydrogel wound dressings to Inkosi Albert Luthuli Central Hospital. The tender aims to secure a reliable, compliant supplier capable of meeting clinical wound care needs while advancing provincial economic transformation goals through targeted preference points for youth-owned enterprises.

Scope

The contract encompasses a single, non-recurring supply and delivery of the specified hydrogel units to the designated hospital. It includes product packaging, transportation to the delivery site, and adherence to a ninety-day quotation validity period. The successful supplier will also be subject to a potential sample verification stage and must honor statutory warranty obligations. The scope does not extend to recurring orders, installation, or long-term service agreements.

Technical Requirements

• Product Specifications: Transparent hydrogel dressing, 25g per unit, engineered to maintain a moist wound environment, encourage autolytic debridement, and accelerate tissue regeneration.
• Condition & Standards: All supplied items must be brand new, unused, and compliant with applicable SANS/SABS standards. Expired or second-hand products are strictly prohibited.
• Shelf Life: Delivered stock must retain a minimum of six months' validity from the date of receipt.
• Warranty: Goods carry a twelve-month warranty post-delivery or eighteen months from shipment, whichever expires first, covering defects in materials, design, or workmanship.
• Sample Verification: Top-scoring bidders may be formally requested to submit physical samples for clinical and technical assessment prior to final contract award.

Skills & Qualification Requirements

• Registration & Compliance: Bidders must be actively registered on the Central Suppliers Database (CSD), hold current CIPC documentation, and maintain valid tax clearance with SARS.
• Enterprise Development: Submission of a B-BBEE verification certificate or sworn affidavit is mandatory. Youth-owned enterprises must complete the SBD 6.1 form with supporting evidence to claim preference points.
• Ethical & Legal Declarations: Completion of the Bidder’s Disclosure form (SBD4) is compulsory to declare any relationships with public officials or controlling interests. Collusive bidding practices are strictly monitored.

• Administrative Proficiency: Bidders must correctly complete all official quotation forms without retyping, ensure accurate pricing calculations, and maintain strict adherence to submission deadlines and formatting rules.
