Objectives

The primary objective of this tender is to procure a supplier capable of providing and delivering manhole rings and covers for a period of three years, from 1 July 2026 to 30 June 2029. The goal is to ensure a reliable supply of high-quality precast concrete manhole components that meet specified standards and specifications, supporting municipal infrastructure needs.

Scope

The scope of the tender includes:

• Supply and delivery of heavy-duty round manhole covers with lids suitable for sewer applications.
• Supply and delivery of manhole rings with step-in iron, approved as Dolomite WOS or similar.
• Provision of related components as specified in the technical specifications, including multi-layer pipes and other associated materials.
• Delivery to the municipal stores in Mossel Bay, with specific quantities and sizes as detailed in the specifications and pricing schedule.
• Provision of certificates and compliance documentation as required by standards and municipal policies.

Technical Requirements

The technical requirements include:

• Manufacture and supply of manhole rings and covers in accordance with SANS1294: 2020 standards.
• Heavy-duty, round manhole covers with lids for sewer applications.
• Manhole rings with step-in iron, approved as Dolomite WOS or similar, with specified dimensions.
• Compliance with relevant standards, including SABS certification where applicable.
• Delivery within the stipulated timeframes, with prior notice of delivery dates.
• Provision of necessary certificates, such as B-BBEE certificates, tax compliance, CIDB registration, and municipal rates and taxes clearance.
• Adherence to the specifications outlined in the tender documents, including sizes and quality standards.

Skills and Qualification Requirements

The tenderer must demonstrate:

• Registration on the Central Supplier Database (CSD) and, if applicable, CIDB registration in relevant categories.
• Provision of valid B-BBEE status level verification certificates or sworn affidavits to qualify for preference points.
• Compliance with tax obligations, evidenced by a valid SARS Tax Compliance Status Pin or certificate.
• Proof of municipal rates and taxes clearance for the business and its directors/members.
• Experience and capacity to manufacture and supply precast concrete manhole components meeting the specified standards.
• Ability to deliver the specified quantities within the agreed timeframes, supported by key performance indicators.
• Provision of relevant certificates, including SABS certification, where applicable.
• Attending compulsory site or information meetings as specified in the tender conditions.
