Objectives

The primary objective of this tender is to supply and deliver miniature substations for Mossel Bay Municipality over a period of three years (from 1 July 2026 to 30 June 2029). The project aims to ensure the provision of medium voltage pre-fabricated MV/LV substations, including Type B mini-subs up to 1000 kVA, suitable for coastal applications, compliant with relevant specifications and standards.

Scope

The scope encompasses the supply, delivery, and installation of miniature substations, including:

• Medium voltage pre-fabricated MV/LV substations with specified power ratings (e.g., 315 kVA, 400 kVA, 500 kVA, 630 kVA, 800 kVA).
• Design, manufacturing, testing, and certification according to standards such as SANS 1029 and Eskom specifications.
• Provision of associated equipment such as transformers, switchgear, enclosures, earthing, and metering systems.
• Compliance with technical, safety, and environmental standards, including installation in various environments (indoor/outdoor, IP ratings).
• Adherence to specified technical documentation, test reports, and certification requirements.

Technical Requirements

The technical specifications include, but are not limited to:

• Transformer specifications: power ratings, lightning impulse withstand voltage, short duration power withstand, cooling methods, and protection features.
• Enclosure materials: steel, stainless steel, galvanised, with corrosion protection, lock mechanisms, and appropriate locking and sealing features.
• Earthing configurations: separate LV and MV earth bars, earthing switch requirements, and safety interlocks.
• MV compartment: switch disconnectors, circuit breakers, barriers, bushings, and associated hardware compliant with EN 50181.
• LV assembly: cable connections, busbar configurations, metering, and protection devices (MCCBs, fuse pillars).
• Labels and signage: safety notices, voltage ratings, hazard warnings, and identification labels.
• Testing: type and routine tests, certificates, and compliance with IEC standards.
• Installation and delivery: timelines, packaging, handling, and site-specific requirements.

Skills and Competency Requirements

The tender stipulates that bidders must demonstrate:

• Manufacturing or authorized distribution of miniature substations with valid certification and technical support agreements.
• Experience in designing, testing, and delivering medium voltage substations in accordance with relevant standards and specifications.
• Compliance with health and safety regulations, including the implementation of the Service Provider Health & Safety Specification, risk assessments, and safety management plans.
• Provision of qualified personnel, including competent supervisors, safety officers, and technical staff trained in electrical and safety standards.
• Ability to produce and submit all required documentation, test reports, certificates, and compliance certificates.
• Knowledge of environmental and safety legislation, including the Occupational Health & Safety Act, COID Act, and relevant regulations.
• Capacity to manage project timelines, quality assurance, and site safety during installation and delivery.
