Objectives

To procure and deliver high-quality multi-gas detection equipment to the Mossel Bay Municipality for operational safety monitoring at its regional waste water treatment facility. The municipality aims to establish a reliable, compliant supply arrangement that ensures rapid delivery, product authenticity, and consistent performance through a structured quotation and order-management process.

Scope

The contract covers the supply and delivery of one complete multi-gas detector system, consisting of three mandatory components:

• One Drager X-Air 2800 multi-gas detector (or approved equivalent)
• One Drager basic charging set (or approved equivalent)
• One Drager CSE set including a pump and USB charger

All items must be fully interoperable. Delivery is required at the Regional Waste Water Treatment Plant in Hartenbos. The agreement functions on an order-by-order basis, allowing the municipality to adjust quantities up or down. A preferred bidder will be appointed, with an alternative bidder available if the primary supplier fails to confirm delivery capacity promptly.

Technical Requirements

• Equipment must strictly adhere to manufacturer datasheets and the quality standards defined in the tender specifications.
• Full compatibility between the detector, charging set, and pump/charger unit is mandatory. Bids containing incompatible components will be declared non-responsive.
• Suppliers must provide verifiable proof that delivered products match the specified datasheets upon handover.
• Delivery must be completed within thirty (30) working days following the placement of each individual order.
• Performance will be tracked using Key Performance Indicators (KPIs) requiring 100% achievement in specification compliance, product quality, and on-time delivery.

Skills Requirements

No specialized engineering or technical certifications are mandated for the supplier. The tender requires demonstrated supply chain management proficiency, including efficient inventory sourcing, logistics coordination, and accurate order fulfillment. Suppliers must possess strong administrative capabilities to prepare compliant bid submissions, maintain statutory clearances, manage post-award communications, and execute timely deliveries under municipal procurement guidelines.

Unusual or Complicated Terms

• 80/20 Preference Point System: Bid evaluation allocates 80 points to price competitiveness and 20 points to socio-economic goals. Half of the preference points reward the bidder's Broad-Based Black Economic Empowerment (B-BBEE) status level, while the other half reward local business presence within the Western Cape/Mossel Bay region.
• Tax Compliance Status (TCS) Pin: A unique digital identifier issued by the South African Revenue Service (SARS) that verifies a company's tax standing. It must accompany the bid or be verified by the municipality post-award.
• Central Supplier Database (CSD) Registration: A mandatory national registry for all entities supplying goods or services to government organs. Failure to register results in automatic disqualification.
• 24-Hour Order Confirmation: The preferred bidder must acknowledge and confirm delivery capacity for each purchase order within twenty-four hours. Failure to respond triggers immediate escalation to the designated alternative bidder.
• Price Adjustment Protocol: Any requested price increases require written justification from original manufacturers, submission before the 15th of the relevant month, and explicit approval from the Director of Corporate Services before taking effect on the first day of the following month.
• Joint Venture Provisions: Joint ventures must submit a signed agreement, operate as a single legal entity for preference point claims, and ensure all member companies maintain separate tax compliance documentation. Locality points are determined by the lead partner's address.
