Objectives

The primary objective of this tender is to procure and deliver custom-manufactured polycarbonate roof ridging to uShaka Marine World. The successful bidder will be required to formalize the engagement by signing a written contract upon award.

Scope of Work

The scope is strictly limited to the supply and delivery of polycarbonate roof ridging. Key deliverables include:

• Fabrication and supply of ridging that precisely matches a provided physical sample and accompanying technical drawing.
• Delivery to the designated installation site at the apex of a thatched roof along uShaka’s Village Walk.
• Strict quality assurance: any delivered pieces exhibiting cracks or surface scratches will be rejected and returned at the supplier's expense.
• Pre-completion sample approval is strongly advised to prevent non-conforming deliveries.

Technical Requirements

Bidders must adhere to the following technical and operational standards:

• Exact compliance with the specifications detailed in the provided drawing and sample; substandard or minimum-quality materials will not be accepted.
• Attendance at a compulsory site briefing to understand site access, handling, and delivery protocols.
• Accurate itemized quotations reflecting the total quantity required, with all applicable taxes included.
• Submission of sealed quotation envelopes clearly endorsed with the RFQ reference number; unsealed or late submissions will be disqualified.

Skills and Experience Requirements

While no specialized engineering certifications are mandated, bidders must demonstrate:

• Proven capability to manufacture custom polycarbonate roofing components to precise dimensional tolerances and finish standards.
• Active registration and good standing on the Central Supplier Database (CSD) and the eThekwini Supplier Portal.
• Valid Tax Compliance Status (TCS) PIN or certificate, verifiable through the South African Revenue Service (SARS).
• Administrative capacity to complete all mandatory municipal bidding forms exactly as issued, without re-typing or altering official templates.

Key Procurement and Evaluation Terms

80/20 Preference Point System: A standard South African public procurement scoring model where 80 points are allocated to price competitiveness and 20 points to specific socio-economic goals (primarily black ownership classification). Price points are calculated relative to the lowest acceptable tender price.

Mandatory Compliance Documentation: Bidders must submit standardized Municipal Bidding Documents (MBD 1, 4, 6.1, 8, and 9) covering declaration of interest, preference claims, past supply chain management practices, and independent bid determination. Missing or incomplete forms render the bid non-responsive.

Contractual & Evaluation Rights: The procuring entity reserves the full right to cancel the tender, reject any quotation, or decline to award the contract to the lowest bidder. Award decisions follow administrative compliance, mandatory requirements, price, and preference points.
