Objectives

The primary objective of this tender is to procure and deliver specified swimming pool maintenance and construction materials to the Drakenstein Municipality’s Safety and Community Services division. The procurement seeks to ensure the timely acquisition of quality products while complying with municipal supply chain management policies and national preferential procurement regulations.

Scope of Supply

The contract covers the supply and delivery of the following items, with all prices required to be inclusive of Value Added Tax (VAT):

• Pool Crete Primer (20KG): 8 units
• Pool Crete Superior White (40KG): 80 units
• Flexi Bond (5L): 2 units
• Flexi Bond (20L): 4 units

The successful bidder will be responsible for transporting and delivering these goods to the designated municipal facility within the agreed timeframe.

Technical Requirements

Bidders must adhere to strict compliance, documentation, and contractual standards:

• Tax Compliance: Submission of a valid SARS-issued Tax Compliance Status (TCS) PIN is mandatory for contract award.
• B-BBEE Documentation: A certified B-BBEE verification certificate or a valid sworn affidavit must be provided.
• Municipal Accounts: A current municipal billing account (not older than 60 days) must be attached.
• Declarations: Completed and signed forms covering past supply chain practices, independent bid determination, and conflict of interest are required.
• Pricing & Validity: Only firm prices are accepted, with no exchange rate fluctuations allowed. Bids must remain valid for a minimum of 60 days post-closing.
• Supplier Registration: Bidders must be registered on the municipality’s supplier database prior to contract award.

Skills & Capability Requirements

As this is a direct supply and delivery contract, no specialized engineering or artisan qualifications are mandated. However, bidders must demonstrate:

• Operational capacity to safely source, store, and transport chemical-based pool maintenance products.
• Adequate financial standing to fulfill the order and issue compliant tax invoices.
• Logistical capability to meet municipal delivery schedules and quantity requirements.
• Familiarity with standard public sector procurement compliance procedures.
