Objectives

The primary objective of this tender is to secure a qualified supplier capable of providing a consolidated order of maintenance and construction tools to the Richmond Municipality. The procurement aims to ensure timely delivery of quality equipment while adhering to public finance regulations, promoting value for money, and advancing designated socio-economic transformation targets.

Scope

The scope covers the supply and delivery of a single lot of tools to the municipality's designated facility. The required items include:

• 20 Heavy Duty Road Brooms
• 25 PVC Plastic Gloves & 25 Pig Skin Gloves
• 22 Spades Lasher & 16 Wheelbarrows Lasher
• 2 Heavy Duty Rakes & 3 Foot Forks
• 1 x 14 Pound Hammer, 1 x 4 Pound Hammer, & 1 Small Hammer
• 1 Small Grinder, 1 Drill, 1 Skill Saw, & 1 Set of Toolboxes
• 2 Piks with Plastic Handles, 1 Crew Bar, 1 Heck Saw, & 1 Bow Saw
• 1 x 20m Extension Cord

Bidders must specify a firm delivery period. All quoted prices must be inclusive of VAT. The municipality reserves the right to accept the entire quotation or any portion thereof.

Technical Requirements

Suppliers must satisfy the following compliance, documentation, and operational criteria:

• Registration & Tax Compliance: Mandatory registration on the Central Suppliers Database (CSD), submission of a valid Tax Clearance Certificate or PIN, and proof of CIPC business registration.
• Financial Standing: A statement of account confirming no municipal service charges are overdue by more than 90 days. Leased premises require a lease agreement; rural/township operations require a sworn affidavit.
• Submission Format: Quotations must be printed on official company letterhead, sealed, endorsed with the quotation number and description, and hand-delivered to the official tender box. Electronic, faxed, or late submissions will be rejected.
• Experience Evidence: At least one reference letter accompanied by a corresponding purchase order or appointment letter proving successful completion of similar work within the government sector.
• Mandatory Documentation: Completion of prescribed Municipal Bidding Documents (MBD 1, 4, 6.1, 8, and 9), covering declarations of interest, preference claims, past supply chain conduct, and independent bid certification.
• Eligibility Restriction: Bids from individuals currently employed by or serving the state are strictly prohibited.

Skills Requirements

No specialized trade or technical certifications are explicitly required. However, bidders must demonstrate:

• Logistical & Inventory Management: Capacity to source, warehouse, and transport the specified tool quantities within the agreed delivery window.
• Public Procurement Compliance: Proficiency in navigating South African municipal bidding processes, including accurate CSD reporting, tax status verification, and correct completion of all statutory MBD forms.
• Government Contract Execution: Demonstrated ability to fulfill municipal supply agreements, supported by verifiable reference documentation from prior government engagements.

Notable Terms & Conditions

80/20 Preference Point System: Evaluations allocate 80 points to price and 20 points to specific socio-economic goals. Points are granted for enterprises that are at least 51% owned by black people, black youth, black women, or businesses operating within the Richmond Local Municipality jurisdiction. Full CSD reports are mandatory to claim these points.

Independent Bid Determination: Bidders must formally certify that their pricing and bidding strategy were developed independently, without consultation, coordination, or agreement with competitors, in compliance with competition and anti-corruption legislation.
