Tender Summary: Supply and Delivery of Walkway Materials

Objectives

To procure and deliver essential construction and hardware materials required for walkway maintenance and construction at Mosvold Hospital. The procurement ensures timely, compliant, and cost-effective supply while adhering to provincial health department supply chain management policies and national preferential procurement frameworks.

Scope

A one-off supply and delivery contract covering approximately 150 units of specified walkway-related materials to Mosvold Hospital in KwaZulu-Natal. The scope includes:

• Mortice lock sets and stainless steel door plates
• Tek screws, washers, and blind rivets (various sizes)
• Treated timber in multiple standard dimensions

The estimated contract value does not exceed R160,000.00 (inclusive of VAT and all delivery costs). Delivery must be completed in a single consignment, and the contract is once-off upon final delivery and acceptance.

Technical Requirements

• All goods must strictly comply with the attached specification schedule, including approved brands/models (e.g., SABS-approved locks) and exact dimensional tolerances.
• Products must be new, unused, and possess a minimum shelf life or validity of six months from the date of delivery.
• Goods must meet relevant South African National Standards (SANS/SABS) where applicable.
• Suppliers must submit mandatory compliance documentation: Central Supplier Database (CSD) registration, updated CIPC company documents, B-BBEE verification certificate or sworn affidavit, and SARS Tax Clearance Certificate.
• Packing must prevent damage during transit, and all freight, handling, and delivery costs must be included in the quoted price.
• A twelve-month warranty applies from delivery/acceptance, covering defects in design, material, or workmanship.

Skills Requirements

• Proven logistical capability to source, consolidate, and deliver diverse construction and hardware materials in a single, coordinated consignment.
• Strong familiarity with public sector procurement compliance, including CSD validation, tax clearance verification, and B-BBEE reporting protocols.
• Ability to safely transport and handle bulk/heavy items (e.g., treated timber, fastener containers) to a healthcare facility site.
• Competence in preparing fully compliant financial and technical submissions, including accurate pricing, preference point calculations, and contractual acknowledgments.

Notable Terms and Conditions

• Full Delivery Before Payment Clause: Due to historical issues with partial deliveries and supplier defaults, successful bidders must sign a payment agreement committing to deliver the entire order before any invoice or payment is processed. Partial deliveries will not be paid, effectively eliminating advance or milestone payment risks for the institution.
• Preferential Procurement System: An 80/20 scoring model applies, with 20 points reserved for enterprises that are at least 51% black-owned. Proof of ownership must be substantiated via CSD verification or alternative computer-assisted methods.
• Performance Security: May be required within thirty days of contract award, typically in the form of a bank guarantee or certified cheque, refundable upon satisfactory completion and warranty expiry.
